SYNOPSIS AS INTRODUCED:
 
20 ILCS 2505/2505-760 new

    Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Creates the Task Force on Motor Fuel Pricing. Sets forth the membership of the Task Force. Provides that the Task Force shall study disparities in the selling price of motor fuel in different geographic areas of the State. Provides that the Task Force shall submit its findings to the General Assembly no later than June 30, 2016.

1    AN ACT concerning motor fuel.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Revenue Law of the Civil
5Administrative Code of Illinois is amended by adding Section
62505-760 as follows:
 
7    (20 ILCS 2505/2505-760 new)
8    Sec. 2505-760. The Task Force on Motor Fuel Pricing.
9    (a) The Task Force on Motor Fuel Pricing is hereby created.
10The Task Force shall consist of the following members:
11        (1) the Governor or his or her designee;
12        (2) one member of the General Assembly appointed by the
13    Speaker of the House of Representatives;
14        (3) one member of the General Assembly appointed by the
15    Minority Leader of the House of Representatives;
16        (4) one member of the General Assembly appointed by the
17    President of the Senate;
18        (5) one member of the General Assembly appointed by the
19    Minority Leader of the Senate;
20        (6) the Director of Revenue or his or her designee;
21        (7) the Director of Agriculture or his or her designee;
22        (8) the Director of Natural Resources or his or her
23    designee;

1        (9) the Director of Commerce and Economic Opportunity
2    or his or her designee;
3        (10) the Attorney General or his or her designee; and
4        (11) a representative of a statewide trade association
5    representing retail merchants, appointed by the Governor.
6    (b) The Task Force shall study disparities in the selling
7price of motor fuel, including gasoline and diesel fuel, in
8different geographic areas of the State. The study shall
9include, but not be limited to, an examination of the
10difference in the selling price of motor fuel in low-income and
11minority communities when compared with other communities in
12the State and ways to provide public notification prior to the
13implementation of pricing changes.
14    (c) The members of the Task Force shall serve without
15compensation but shall be reimbursed for their reasonable and
16necessary expenses from funds appropriated for that purpose.
17    (d) The Task Force shall submit its findings to the General
18Assembly no later than June 30, 2016.
19    (e) The Department of Revenue shall provide administrative
20support to the Task Force.
21    (f) This Section is repealed on July 1, 2017.
