| 4 | | "Section 5. The Animal Welfare Act is amended by adding |

| 7 | | Sec. 18.5. Prohibition of the sale, trade, or exchange of |
| 8 | | cats or dogs at flea markets or roadside sales. No person, |
| 9 | | whether licensed under this Act or not, shall sell, trade, or |
| 10 | | exchange cats or dogs at flea markets or roadside sales.

| 11 | | Section 99. Effective date. This Act takes effect upon |
| 12 | | becoming law.".
