AMENDMENT TO HOUSE BILL 5236

2    AMENDMENT NO. ______. Amend House Bill 5236 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
522-17.5 as follows:
 
6    (105 ILCS 5/22-17.5 new)
7    Sec. 22-17.5. Task Force on Zoning and Schools.
8    (a) There is created the Task Force on Zoning and Schools,
9composed of the following voting members:
10        Four members of the General Assembly, one appointed by
11    the Speaker of the House of Representatives, one appointed
12    by the Minority Leader of the House of Representatives, one
13    appointed by the President of the Senate, and one appointed
14    by the Minority Leader of the Senate. The Speaker of the
15    House of Representatives and the President of the Senate
16    shall each appoint a co-chair for the Task Force.

1        One member appointed by the State Board of Education.
2        One member representing an organization representing
3    school administrators and school districts, appointed by
4    the co-chairs.
5        One member representing regional superintendents of
6    schools, appointed by the co-chairs.
7        One member representing municipal governments in
8    Illinois, appointed by the co-chairs.
9        One member representing county officials in Illinois,
10    appointed by the co-chairs.
11        One member representing the general public, appointed
12    by the co-chairs.
13        One member representing architects, appointed by the
14    co-chairs.
15        One member representing civil engineers, appointed by
16    the co-chairs.
17        One member representing land surveyors, appointed by
18    the co-chairs.
19    At their discretion, the co-chairs may appoint additional,
20non-voting members to the Task Force.
21    The members of the Task Force shall serve without
22compensation. Vacancies shall be filled by the respective
23appointing authorities in the same manner as the original
24appointment.
25    (b) The Task Force shall examine the needs of
26municipalities and counties to establish comprehensive systems

1of local land use that promote the public health, safety, and
2welfare through zoning as well as the needs of schools as
3unique property owners serving the public good by providing
4free public education. The Task Force shall investigate laws,
5rules, and ordinances applicable to the interaction of zoning
6and school buildings, together with efforts at practical
7solutions via ordinance, regulation, intergovernmental
8agreement, or otherwise implemented in this State or other
9jurisdictions, including, but not limited to, the results of
10the implementation of any such practical solutions.
11    Based on its findings, the Task Force shall make specific
12recommendations for change and shall provide its
13recommendations in the form of proposed legislation drafted by
14the Legislative Reference Bureau.
15    (c) The State Board of Education shall provide meeting
16space and technical and administrative support to the Task
17Force.
18    (d) The Task Force shall report its findings and
19recommendations, including proposed legislation, to the
20Governor and the General Assembly no later than January 1,
212017.
22    (e) This Section is repealed on January 1, 2018.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
