1 | | AN ACT concerning government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the Youth |
5 | | Unemployment Task Force Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Department" means the Department of Human Services. |
8 | | "Secretary" means the Secretary of Human Services. |
9 | | "Task Force" means the Youth Unemployment Task Force.

10 | | Section 10. The Youth Unemployment Task Force. |
11 | | (a) There is hereby created the Youth Unemployment Task |
12 | | Force. |
13 | | (b) The Task Force shall include the following members: |
14 | | (1) the Secretary of Human Services, or his or her |
15 | | designee; |
16 | | (2) the Director of Commerce and Economic |
17 | | Opportunities, or his or designee; |
18 | | (3) a representative of a Chicago-based organization |
19 | | focused on economic, educational, and social programs for |
20 | | African Americans, appointed by the Secretary; |
21 | | (4) a representative of a Chicago-based organization |
22 | | that connects partner communities and member schools to |

1 | | resources to improve outcomes of target populations, |
2 | | appointed by the Secretary; and |
3 | | (5) representatives of other community-based |
4 | | organizations that focus on youth employment initiatives, |
5 | | appointed by the Secretary. |
6 | | (c) The Task Force shall meet to organize and select a |
7 | | chairperson from the non-governmental members of the Task Force |
8 | | upon appointment of a majority of the members. The chairperson |
9 | | shall be elected by a majority vote of the members appointed to |
10 | | the Task Force, and the elected chairperson of the Task Force |
11 | | shall provide technical support and assistance to the Task |
12 | | Force and shall be responsible for administering its operations |
13 | | and ensuring that the requirements of this Act are met. |
14 | | (d) The Task Force may consult with any persons or entities |
15 | | it deems necessary to carry out its purposes. |
16 | | (e) The members of the Task Force shall receive no |
17 | | compensation for serving as members of the Task Force. |
18 | | (f) The Task Force shall examine the State-wide youth |
19 | | unemployment crisis, and its particular effect on young people |
20 | | of color, including recommendations on how to improve |
21 | | employment among young people of color in this State. |
22 | | (g) The Task Force shall submit its findings and |
23 | | recommendations to the General Assembly and the Governor on or |
24 | | before January 1, 2017. |
25 | | Section 15. Repeal. This Act is repealed on January 1, |
