AMENDMENT TO HOUSE BILL 5902 




2    AMENDMENT NO. ______. Amend House Bill 5902 as follows:
 
3on page 2, line 6, by replacing "a" with "the appropriate"; and
 
4on page 2, line 11, immediately after the period, by inserting 
5the following: "There shall be no prior restraint of material 
6prepared for official school publications except insofar as it 
7violates Section 15 of this Act. School officials shall have 
8the burden of showing justification without undue delay prior 
9to a limitation of student expression under this Section."; and
 
10on page 2, line 14, by replacing "libelous or slanderous;" with 
11"libelous, slanderous, or obscene;"; and
 
12by replacing line 22 on page 2 through line 5 on page 3 with the

1    "Section 20. Liability. No expression made by students in 
2the exercise of freedom of speech or freedom of the press shall 
3be deemed to be an expression of school policy, and no school 
4district or employee or parent, legal guardian, or official of 
5the school district shall be held liable in any civil or 
6criminal action for any expression made or published by 
7students.".
