| 1 | | AN ACT concerning government.
|
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Freedom of Information Act is amended by |
| 5 | | adding Section 2.25 as follows:
|
| 6 | | (5 ILCS 140/2.25 new) |
| 7 | | Sec. 2.25. Records of member-based organizations. |
| 8 | | (a) As used in this Section, "member-based organization" |
| 9 | | means any group, association, or organization that: |
| 10 | | (1) has a membership that includes one or more |
| 11 | | government taxing bodies; |
| 12 | | (2) lobbies on behalf of its governmental members; and |
| 13 | | (3) receives a majority of its funding from its |
| 14 | | governmental members. |
| 15 | | (b) A member-based organization is a public body under this |
| 16 | | Act; however, only records relating to the member-based |
| 17 | | organization's receipt of public funds or its expenditures made |
| 18 | | in whole or in part with public funds are public records |
| 19 | | subject to inspection and copying by the public.
