2 | | (4) Prioritization of Urgency of Need for Services is |
3 | | the first step toward getting developmental disabilities |
4 | | services in this State. If individuals are not on the |
5 | | Prioritization of Urgency of Need for Services waiting |
6 | | list, they are not in queue for State developmental |
7 | | disabilities services. |
8 | | (5) Prioritization of Urgency of Need for Services may |
9 | | be underutilized by children and their parents or guardians |
10 | | due to lack of awareness or lack of information. |
11 | | (b) The State Board of Education may work with school |
12 | | districts to inform all students with developmental |
13 | | disabilities and their parents or guardians about the |
14 | | Prioritization of Urgency of Need for Services database. |
15 | | Children and adolescents who are registered in the |
16 | | Prioritization of Urgency of Need for Services database before |
17 | | their 17th birthday shall be placed higher on the waiting list |
18 | | than adolescents who are registered on or after their 17th |
19 | | birthday within the same level of priority. |
20 | | (c) Subject to appropriation, the Department of Human |
21 | | Services and State Board of Education shall develop and |
22 | | implement an online, computer-based training program for at |
23 | | least one designated employee in every public school in this |
24 | | State to educate him or her about the Prioritization of Urgency |
25 | | of Need for Services database and steps to be taken to ensure |
26 | | children and adolescents are enrolled. The training shall |

1 | | include instruction for at least one designated employee in |
2 | | every public school in contacting the appropriate |
3 | | developmental disabilities Independent Service Coordination |
4 | | agency to enroll children and adolescents in the database. At |
5 | | least one designated employee in every public school shall |
6 | | ensure the opportunity to enroll in the Prioritization of |
7 | | Urgency of Need for Services database is discussed during |
8 | | annual individualized education program (IEP) meetings for all |
9 | | children and adolescents believed to have a developmental |
10 | | disability. |
11 | | (d) The State Board of Education, in consultation with the |
12 | | Department of Human Services, shall inform parents and |
13 | | guardians of students through school districts about the |
14 | | Prioritization of Urgency of Need for Services waiting list.

15 | | (e) Beginning January 1, 2017 and annually thereafter, the |
16 | | State Board of Education and the Department of Human Services |
17 | | shall issue a report detailing the number of students who have |
18 | | enrolled in the Prioritization of Urgency of Need for Services |
19 | | database under this Section, broken down by at least age and |
20 | | grade level. Where possible, the report shall also include how |
21 | | the student and his or her parent or guardian learned of the |
22 | | database. The report shall be made available online. |
