1 | | Prioritization of Urgency of Need for Services to select |
2 | | individuals for services as funding becomes available, to |
3 | | develop proposals and materials for budgeting, and to plan |
4 | | for future needs. |
5 | | (3) Prioritization of Urgency of Need for Services is |
6 | | available for children and adults with a developmental |
7 | | disability who have an unmet service need anticipated in |
8 | | the next 5 years. |
9 | | (4) Prioritization of Urgency of Need for Services is |
10 | | the first step toward getting developmental disabilities |
11 | | services in this State. If individuals are not on the |
12 | | Prioritization of Urgency of Need for Services waiting |
13 | | list, they are not in queue for State developmental |
14 | | disabilities services. |
15 | | (5) Prioritization of Urgency of Need for Services may |
16 | | be underutilized by children and their parents or guardians |
17 | | due to lack of awareness or lack of information. |
18 | | (b) The State Board of Education may work with school |
19 | | districts to inform all students with developmental |
20 | | disabilities and their parents or guardians about the |
21 | | Prioritization of Urgency of Need for Services database. |
22 | | (c) Subject to appropriation, the Department of Human |
23 | | Services and State Board of Education shall develop and |
24 | | implement an online, computer-based training program for at |
25 | | least one designated employee in every public school in this |
26 | | State to educate him or her about the Prioritization of Urgency |

1 | | of Need for Services database and steps to be taken to ensure |
2 | | children and adolescents are enrolled. The training shall |
3 | | include instruction for at least one designated employee in |
4 | | every public school in contacting the appropriate |
5 | | developmental disabilities Independent Service Coordination |
6 | | agency to enroll children and adolescents in the database. At |
7 | | least one designated employee in every public school shall |
8 | | ensure the opportunity to enroll in the Prioritization of |
9 | | Urgency of Need for Services database is discussed during |
10 | | annual individualized education program (IEP) meetings for all |
11 | | children and adolescents believed to have a developmental |
12 | | disability. |
13 | | (d) The State Board of Education, in consultation with the |
14 | | Department of Human Services, shall inform parents and |
15 | | guardians of students through school districts about the |
16 | | Prioritization of Urgency of Need for Services waiting list , |
17 | | including the consideration required in subsection (e) of this |
18 | | Section .

19 | | (e) The Department of Human Services shall consider the |
20 | | length of time spent on the Prioritization of Urgency of Need |
21 | | for Services waiting list, in addition to other factors |
22 | | considered, when selecting individuals on the list for |
23 | | services. |
