1 | AN ACT concerning education.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The School Code is amended by adding Section | ||||||||||||||||||||||||
5 | 2-3.167 as follows: | ||||||||||||||||||||||||
6 | (105 ILCS 5/2-3.167 new) | ||||||||||||||||||||||||
7 | Sec. 2-3.167. Advisory Council on At-Risk Students. | ||||||||||||||||||||||||
8 | (a) For purposes of this Section, "at-risk students" means | ||||||||||||||||||||||||
9 | students served by the
Department of Human Services who receive | ||||||||||||||||||||||||
10 | services through Medicaid, the
Supplemental Nutrition | ||||||||||||||||||||||||
11 | Assistance Program, the Children's Health Insurance Program,
| ||||||||||||||||||||||||
12 | or Temporary Assistance for Needy Families, as well as students | ||||||||||||||||||||||||
13 | under the legal
custody of the Department of Children and | ||||||||||||||||||||||||
14 | Family Services. Students may not be
counted more than once for | ||||||||||||||||||||||||
15 | receiving multiple services from the Department of Human
| ||||||||||||||||||||||||
16 | Services or if they receive those services and are under the | ||||||||||||||||||||||||
17 | legal custody of the
Department of Children and Family | ||||||||||||||||||||||||
18 | Services. | ||||||||||||||||||||||||
19 | (b) The Advisory Council on At-Risk Students is created | ||||||||||||||||||||||||
20 | within the State Board of
Education. The Advisory Council shall | ||||||||||||||||||||||||
21 | consist of all of the following members: | ||||||||||||||||||||||||
22 | (1) One member appointed by the Speaker of the House of | ||||||||||||||||||||||||
23 | Representatives. |

1 | (2) One member appointed by the Minority Leader of the | ||||||
2 | House of Representatives. | ||||||
3 | (3) One member appointed by the President of the | ||||||
4 | Senate. | ||||||
5 | (4) One member appointed by the Minority Leader of the | ||||||
6 | Senate. | ||||||
7 | (5) The following members appointed by the State | ||||||
8 | Superintendent of Education: | ||||||
9 | (A) One member who is an educator representing a | ||||||
10 | statewide
professional teachers' organization. | ||||||
11 | (B) One member who is an educator representing a | ||||||
12 | different statewide
professional teachers' | ||||||
13 | organization. | ||||||
14 | (C) One member who is an educator representing a | ||||||
15 | professional
teachers' organization in a city having a | ||||||
16 | population exceeding
500,000. | ||||||
17 | (D) One member from an organization that works for | ||||||
18 | economic,
educational, and social progress for African | ||||||
19 | Americans and promotes
strong sustainable communities | ||||||
20 | through advocacy, collaboration, and
innovation. | ||||||
21 | (E) One member from an organization that | ||||||
22 | facilitates the involvement of
Latino Americans at all | ||||||
23 | levels of public decision-making. | ||||||
24 | (F) One member from an organization focused on | ||||||
25 | research-based
education policy to support a school | ||||||
26 | system that prepares all students
for college, a |

| |||||||
1 | career, and democratic citizenship. | ||||||
2 | (G) One member from an organization dedicated to | ||||||
3 | advocating for public
policies to prevent | ||||||
4 | homelessness. | ||||||
5 | (H) One member from the Illinois Student | ||||||
6 | Assistance Commission. | ||||||
7 | (I) One member from an organization that works to | ||||||
8 | ensure the health
and safety of Illinois youth and | ||||||
9 | families by providing capacity building
services. | ||||||
10 | (J) One member from an organization that provides | ||||||
11 | public high school
students with opportunities to | ||||||
12 | explore and develop their talents, while
gaining | ||||||
13 | critical skills for work, college, and beyond. | ||||||
14 | (K) One member from an organization that promotes | ||||||
15 | the strengths and
abilities of youth and families by | ||||||
16 | providing community-based services
that empower each | ||||||
17 | to face life's challenges with confidence,
competence, | ||||||
18 | and dignity. | ||||||
19 | (L) One member from an organization that connects | ||||||
20 | former members of
the foster care system with current | ||||||
21 | children in the foster care system. | ||||||
22 | (M) One member who has experience with research and | ||||||
23 | statistics. | ||||||
24 | (N) Three members who are parents of at-risk | ||||||
25 | students. | ||||||
26 | Members of the Council shall, to the extent possible, be |

1 | selected on the basis of experience with or knowledge of | ||||||
2 | various programs for at-risk students. The Council shall, to | ||||||
3 | the extent possible, include diverse membership from a variety | ||||||
4 | of socio-economic, racial, and
ethnic backgrounds. | ||||||
5 | (c) Initial members of the Council shall serve terms | ||||||
6 | determined by lot as follows: | ||||||
7 | (1) Seven members shall serve for one year. | ||||||
8 | (2) Seven members shall serve for 2 years. | ||||||
9 | (3) The remaining members shall serve for 3 years. | ||||||
10 | Successors shall serve 3-year terms. Members must serve until | ||||||
11 | their successors are appointed and have qualified. | ||||||
12 | (d) Members of the Council shall not receive compensation | ||||||
13 | for the performance of their duties on the Council. | ||||||
14 | (e) The Council shall initially meet at the call of the | ||||||
15 | State Superintendent of
Education. At the initial meeting, | ||||||
16 | members shall select a chairperson from among their
number by | ||||||
17 | majority vote; a representative from the State Board of | ||||||
18 | Education may cast a
deciding vote if there is a tie. The | ||||||
19 | Council shall select a chairperson annually, who
may be the | ||||||
20 | same chairperson as the year prior. The Council shall meet at | ||||||
21 | the
call of the chairperson after the initial meeting. | ||||||
22 | (f) The State Board of Education and City of Chicago School | ||||||
23 | District 299 shall provide administrative support to the | ||||||
24 | Council. | ||||||
25 | (g) The Council shall accept and consider public comments | ||||||
26 | when making its
recommendations. |

1 | (h) By no later than December 15, 2016, the Council shall | ||||||
2 | submit a report to the State
Superintendent of Education, the | ||||||
3 | Governor, and the General Assembly addressing, at a
minimum, | ||||||
4 | the following: | ||||||
5 | (1) What are the barriers to success present for | ||||||
6 | at-risk students? | ||||||
7 | (2) How much does socio-economic status impact | ||||||
8 | academic and career
achievement? | ||||||
9 | (3) How do at-risk students perform academically? | ||||||
10 | (4) How do at-risk students perform academically | ||||||
11 | compared to students from
higher socio-economic statuses? | ||||||
12 | (5) What programs are shown to help at-risk students | ||||||
13 | reach higher levels of
academic and career achievement? | ||||||
14 | (6) What specific curriculums help the academic | ||||||
15 | success of at-risk students? | ||||||
16 | (7) Of curriculums that help at-risk students, which of | ||||||
17 | these need to be
implemented within the Illinois Learning | ||||||
18 | Standards? | ||||||
19 | (8) To what degree do school districts teach cultural | ||||||
20 | history, and how can this be
improved? | ||||||
21 | (9) Specific policy recommendations to improve the | ||||||
22 | academic success of at-risk students. | ||||||
23 | (10) Any other information that the Council determines | ||||||
24 | will assist in the
understanding of the barriers to success | ||||||
25 | for or increase the academic
performance of at-risk | ||||||
26 | students. |

1 | The Council shall submit an annual report with updated | ||||||
2 | information on the barriers to
academic success and the | ||||||
3 | academic progress of at-risk students by no later than December | ||||||
4 | 15 of
each year beginning the year after the initial report is | ||||||
5 | submitted.
| ||||||
6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
