SYNOPSIS AS INTRODUCED:
 
220 ILCS 20/6  from Ch. 111 2/3, par. 556

    Amends the Illinois Gas Pipeline Safety Act. Provides that each person who engages in the transportation of gas or who owns or operates pipeline facilities shall procure and maintain liability insurance from an independent third-party insurance agent with $100,000,000 limits in general liability insurance and $25,000,000 in environmental impairment liability insurance.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Gas Pipeline Safety Act is amended
5by changing Section 6 as follows:
 
6    (220 ILCS 20/6)  (from Ch. 111 2/3, par. 556)
7    Sec. 6. (a) Each person who engages in the transportation
8of gas or who owns or operates pipeline facilities shall:
9        (1) at all times after the date any applicable safety
10    standard established under this Act takes effect comply
11    with the requirements of such standard;
12        (2) file and comply with a plan of inspection and
13    maintenance required by Section 5 of this Act;
14        (3) keep records, make reports, provide information,
15    and permit inspection of its books, records and facilities
16    under the Public Utilities Act as the Commission reasonably
17    requires to insure compliance with this Act and the rules
18    and regulations established under this Act; and
19        (4) file with the Commission, under such rules as the
20    Commission prescribes, reports of all accidents, involving
21    pipeline facilities or the transportation of gas. No such
22    accident report filed with the Commission is admissible
23    into evidence in any action for damages based on or arising

1    out of the loss of life, or injury to person or property,
2    occasioned by any accident; and .
3        (5) procure and maintain liability insurance from an
4    independent third-party insurance agent as follows:
5    $100,000,000 limits in general liability insurance and
6    $25,000,000 of environmental impairment liability
7    insurance.
8    (b) Any accident report made by an officer, employee or
9agent of the Commission is available for use in any civil,
10criminal, or other judicial proceeding arising out of such
11accident.
