1 | AN ACT concerning elections.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Election Code is amended by adding Sections | ||||||
5 | 4-8.5, 5-8.5, and 6-35.5 as follows: | ||||||
6 | (10 ILCS 5/4-8.5 new) | ||||||
7 | Sec. 4-8.5. Deputy registrar eligibility; | ||||||
8 | pre-registration. Unless otherwise provided by law, an | ||||||
9 | individual that is 17 years old or older who is registered to | ||||||
10 | vote in this State shall be eligible to serve as a deputy | ||||||
11 | registrar. Notwithstanding any other provision of law to the | ||||||
12 | contrary, an individual who will be 18 years of age or older at | ||||||
13 | the next general election may sign and circulate candidate | ||||||
14 | petitions and may pre-register to vote, and shall be deemed | ||||||
15 | competent to execute and attest to any voter registration | ||||||
16 | forms, with the registration held in abeyance by the | ||||||
17 | appropriate election authority until such time as that | ||||||
18 | individual attains the required age to vote. | ||||||

23 | Section 10. The Township Code is amended by adding Section | ||||||
24 | 45-65 as follows: |

2 | Sec. 45-65. Voting age. Notwithstanding any other | ||||||
3 | provision of law, a person who is 17 years old on the date of a | ||||||
4 | caucus or primary election and who is otherwise qualified to | ||||||
5 | vote is qualified to vote at that caucus or primary, including | ||||||
6 | voting a vote by mail, grace period, or early voting ballot | ||||||
7 | with respect to that primary, if that person will be 18 years | ||||||
8 | old on the date of the corresponding election. | ||||||
9 | References in this Article and elsewhere to the requirement | ||||||
10 | that a person must be 18 years old to vote shall be interpreted | ||||||
11 | in accordance with this Section. | ||||||
12 | For the purposes of this Article, an individual who is 17 | ||||||
13 | years of age and who will be 18 years of age on the date of the | ||||||
14 | general election shall be deemed competent to execute and | ||||||
15 | attest to any voter registration forms.

16 | Section 99. Effective date. This Act takes effect upon | ||||||
17 | becoming law.
