1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
53-6 and by adding Sections 4-8.5, 5-8.5, and 6-35.5 as follows:
 
6    (10 ILCS 5/3-6)
7    Sec. 3-6. Voting age. Notwithstanding any other provision
8of law, a person who is 17 years old on the date of a caucus,
9general primary election, or consolidated primary election and
10who is otherwise qualified to vote is qualified to vote at that
11caucus, general primary, or consolidated primary, including
12voting a vote by mail, grace period, or early voting ballot
13with respect to that general primary or consolidated primary,
14if that person will be 18 years old on the date of the
15immediately following general election or consolidated
16election for which candidates are nominated at that primary.
17    References in this Code and elsewhere to the requirement
18that a person must be 18 years old to vote shall be interpreted
19in accordance with this Section.
20    For the purposes of this Act, an individual who is 17 years
21of age and who will be 18 years of age on the date of the
22general or consolidated election shall be deemed competent to
23execute and attest to any voter registration forms. An

1individual who is 17 years of age, will be 18 years of age on
2the date of the immediately following general or consolidated
3election, and is otherwise qualified to vote shall be deemed
4eligible to circulate a nominating petition or a petition
5proposing a public question

8    Sec. 4-8.5. Deputy registrar eligibility. Unless otherwise
9provided by law, an individual that is 17 years old or older
10who is registered to vote in this State shall be eligible to
11serve as a deputy registrar.

13    Sec. 5-8.5. Deputy registrar eligibility. Unless otherwise
14provided by law, an individual that is 17 years old or older
15who is registered to vote in this State shall be eligible to
16serve as a deputy registrar.
 
17    (10 ILCS 5/6-35.5 new)
18    Sec. 6-35.5. Deputy registrar eligibility. Unless
19otherwise provided by law, an individual that is 17 years old
20or older who is registered to vote in this State shall be
21eligible to serve as a deputy registrar.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.
