SYNOPSIS AS INTRODUCED:
 
820 ILCS 405/403  from Ch. 48, par. 403

    Amends the Unemployment Insurance Act. In a provision concerning the maximum total amount of unemployment benefits, provides that with respect to any benefit year beginning on or after December 1, 2015 and prior to the effective date of the amendatory Act, any otherwise eligible individual whose total or partial unemployment is attributable to his or her employer's temporary idling of a steelmaking facility shall be entitled, during such benefit year, to a maximum total amount of benefits equal to 52 times his or her weekly benefit amount plus dependents' allowances, or to the total wages for insured work paid to such individual during the individual's base period, whichever amount is smaller. Effective immediately.

1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unemployment Insurance Act is amended by
5changing Section 403 as follows:
 
6    (820 ILCS 405/403)  (from Ch. 48, par. 403)
7    Sec. 403. Maximum total amount of benefits.
8    A. With respect to any benefit year beginning prior to
9September 30, 1979, any otherwise eligible individual shall be
10entitled, during such benefit year, to a maximum total amount
11of benefits as shall be determined in the manner set forth in
12this Act as amended and in effect on November 9, 1977.
13    B. With respect to any benefit year beginning on or after
14September 30, 1979, except as otherwise provided in this
15Section, any otherwise eligible individual shall be entitled,
16during such benefit year, to a maximum total amount of benefits
17equal to 26 times his or her weekly benefit amount plus
18dependents' allowances, or to the total wages for insured work
19paid to such individual during the individual's base period,
20whichever amount is smaller. With respect to any benefit year
21beginning in calendar year 2012, any otherwise eligible
22individual shall be entitled, during such benefit year, to a
23maximum total amount of benefits equal to 25 times his or her

1weekly benefit amount plus dependents' allowances, or to the
2total wages for insured work paid to such individual during the
3individual's base period, whichever amount is smaller. If the
4maximum amount includable as "wages" pursuant to Section 235 is
5$13,560 with respect to calendar year 2013, then, with respect
6to any benefit year beginning after March 31, 2013 and before
7April 1, 2014, any otherwise eligible individual shall be
8entitled, during such benefit year, to a maximum total amount
9of benefits equal to 25 times his or her weekly benefit amount
10plus dependents allowances, or to the total wages for insured
11work paid to such individual during the individual's base
12period, whichever amount is smaller. With respect to any
13benefit year beginning in calendar year 2018, any otherwise
14eligible individual shall be entitled, during such benefit
15year, to a maximum total amount of benefits equal to 24 times
16his or her weekly benefit amount plus dependents' allowances,
17or to the total wages for insured work paid to such individual
18during the individual's base period, whichever amount is
19smaller.
20    C. With respect to any benefit year beginning on or after
21December 1, 2015 and prior to the effective date of this
22amendatory Act of the 99th General Assembly, any otherwise
23eligible individual whose total or partial unemployment is
24attributable to his or her employer's temporary idling of a
25steelmaking facility shall be entitled, during such benefit
26year, to a maximum total amount of benefits equal to 52 times
