|
2 | | WHEREAS, In 2012, 600,000 manufacturing positions went |
3 | | unfilled in the United States and 30,000 in Illinois alone; and
|
4 | | WHEREAS, The Society of Manufacturing Engineers predicts |
5 | | this number for the United States will reach 3 million this |
6 | | year in 2015; and
|
7 | | WHEREAS, The Bureau of Labor Statistics predicts that in |
8 | | the 21st century, manufacturing employment as a share of the |
9 | | total workforce is going to decline by 10.6% (or 1.5 million |
10 | | jobs), mainly in repetitive manufacturing jobs; and
|
11 | | WHEREAS, According to the Federal Reserve Bank of NY, |
12 | | employment in advanced manufacturing, however, has risen by |
13 | | 37%; and
|
14 | | WHEREAS, Employment in pharmaceutical and medical device |
15 | | manufacturing is expected to grow by 23.8% and add 69,000 new |
16 | | jobs by 2016; and
|
17 | | WHEREAS, The aerospace and defense industry has a backlog |
18 | | of production that extends to 2030, requiring continuous upkeep |
19 | | of its workforce; and
|
|

1 | | WHEREAS, Transportation will continue to grow and change, |
2 | | requiring a workforce that is flexible, knowledgeable, and |
3 | | focused on their deliverables; and
|
4 | | WHEREAS, According to a 2011 Skills Gap Report, more than |
5 | | 83% of U.S. manufacturers report an overall shortage of |
6 | | qualified employees; and
|
7 | | WHEREAS, The current workforce needs to be able to |
8 | | transition into high-skill, high-wage, high-demand positions; |
9 | | therefore, be it
|
10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
11 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
12 | | SENATE CONCURRING HEREIN, that there is created the Advisory |
13 | | Committee on Education and Workforce Alignment, consisting of |
14 | | members appointed as follows: 2 members of the Senate appointed |
15 | | by the President of the Senate, one of whom shall be designated |
16 | | as a co-chair, 2 members of the Senate appointed by the |
17 | | Minority Leader of the Senate, one of whom shall be designated |
18 | | as a co-chair; 2 members of the House appointed by the Speaker |
19 | | of the House, one of whom shall be designated as a co-chair; |
20 | | and 2 members of the House appointed by the Minority Leader of |
21 | | the House, one of whom shall be designated as a co-chair; and |
22 | | be it further

1 | | RESOLVED, That the Advisory Committee on Education and |
2 | | Workforce Alignment shall do the following: |
3 | | (1) conduct a thorough review of the existing |
4 | | curriculum and how it assists in workforce development; |
5 | | (2) make recommendations to implement alterations to |
6 | | the current curriculum that: |
7 | | (A) better prepares students for the workforce; |
8 | | (B) involves an emphasis on educating students in |
9 | | science, technology, engineering, and mathematics |
10 | | (STEM); |
11 | | (C) provides students with information about the |
12 | | manufacturing world; |
13 | | (D) allows students to experience beneficial |
14 | | opportunities; and |
15 | | (E) anticipates the needs of the workforce; and |
16 | | (3) consider the long-term implications and outcomes |
17 | | of the new curriculum; and be it further |
18 | | RESOLVED, That the Advisory Committee on Education and |
19 | | Workforce Alignment shall seek input from stakeholders and |
20 | | members of the public on issues and possible improvements to |
21 | | the existing curriculum; and be it further |
22 | | RESOLVED, That members of the Advisory Committee on |
23 | | Education and Workforce Alignment shall serve without |
24 | | compensation, and the State Board of Education shall provide |

1 | | administrative and other support to the Advisory Committee on |
2 | | Education and Workforce Alignment; and be it further |
3 | | RESOLVED, That the Advisory Committee on Education and |
4 | | Workforce Alignment
shall meet at the order of the co-chairs, |
5 | | but shall meet a minimum of 4 times per year; and be it further |
6 | | RESOLVED, That the Advisory Committee on Education and |
7 | | Workforce Alignment shall present its legislative and |
8 | | administrative recommendations to the President of the Senate, |
9 | | the Minority Leader of the Senate, the Speaker of the House, |
10 | | and the Minority Leader of the House no later than February 1, |
11 | | 2016; and be it further |
12 | | RESOLVED, That a suitable copy of this resolution be |
13 | | delivered to the Chairperson of the State Board of Education |
14 | | and the State Superintendent of Education; and be it further |
15 | | RESOLVED, That the State Board of Education shall provide a |
16 | | copy of this resolution to school districts in this State.
