HOUSE JOINT RESOLUTION

 
2    WHEREAS, The citizens of Illinois have agreed that there is
3an immediate need for an improved and sustainable health care
4system; and
 
5    WHEREAS, The Illinois General Assembly strives to promote a
6healthy community through partnerships and collaboration with
7all health care entities within the State; and
 
8    WHEREAS, Innovation in health care delivery is essential in
9improving health and decreasing costs; and
 
10    WHEREAS, Many examples exist in other states of Mobile
11Integrated Healthcare or Community Paramedicine programs; and
 
12    WHEREAS, These programs have demonstrated a significant
13change in health care delivery, using nontraditional roles,
14improving patient outcomes and decreasing health care costs,
15each to individual citizens, Medicare and Medicaid; and
 
16    WHEREAS, There is an immediate opportunity to incorporate
17these types of programs in Illinois in order to help the people
18of our State achieve healthier lives while recognizing these
19decreased costs; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3SENATE CONCURRING HEREIN, that there is created the Mobile
4Integrated Healthcare Task Force to identify and recommend ways
5that the State of Illinois can incorporate changes in our
6health care delivery system in order to increase the
7collaboration and utilization of our current health care
8workers while decreasing the associated costs; and be it
9further
 
10    RESOLVED, That the Task Force shall consist of the
11following members: one member appointed by the Speaker of the
12House of Representatives, who shall serve as a Co-Chairperson
13of the Task Force; one member appointed by the Minority Leader
14of the House of Representatives; one member appointed by the
15President of the Senate, who shall serve as a Co-Chairperson of
16the Task Force; one member appointed by the Minority Leader of
17the Senate; one member representing the Illinois Department of
18Public Health, appointed by the Director of Public Health; one
19member appointed by the Illinois Fire Chiefs Association; one
20member appointed by the Associated Fire Fighters of Illinois;
21one member appointed by the Illinois Firefighters Association;
22one member appointed by the Illinois Association of Fire
23Protection Districts; one member appointed by the Illinois
24Hospital Association; one member appointed by the Illinois
25Nurses Association; one member appointed by the Illinois EMS

1Alliance; one member appointed by the Illinois College of
2Emergency Physicians; and one member appointed by the Illinois
3State Medical Society; all appointments shall be confirmed by
4both Co-Chairpersons; and be it further
 
5    RESOLVED, That all appointments to the Task Force shall be
6made within 60 days after the adoption of this resolution;
7vacancies in the Task Force shall be filled by their respective
8appointing authorities within 30 days after the vacancy occurs;
9and be it further
 
10    RESOLVED, That the Task Force members shall serve without
11compensation; and be it further
 
12    RESOLVED, That the Task Force shall receive the assistance
13of legislative staff, may employ skilled experts with the
14approval of the co-chairpersons, and shall receive the
15cooperation of any State agencies it deems appropriate to
16assist the Task Force in carrying out its duties; and be it
17further
 
18    RESOLVED, That the members of the Task Force shall be
19considered members with voting rights; a quorum of the Task
20Force shall consist of a majority of the members of the Task
21Force; and be it further

1    RESOLVED, That the Task Force shall meet initially at the
2call of the Co-Chairpersons, no later than 90 days after the
3adoption of this resolution, and shall thereafter meet at the
4call of the Co-Chairpersons; and be it further
 
5    RESOLVED, That the General Assembly shall provide
6administrative and other support to the Task Force; and be it
7further
 
8    RESOLVED, That the Task Force shall research, analyze, and
9consider:
10        (1) the benefits of a Mobile Integrated Healthcare
11System within the State of Illinois through a redefined role of
12our healthcare providers with special attention given towards
13the expanded use of Emergency Medical Services;
14        (2) actions of other states as they pertain to
15instituting Mobile Integrated Healthcare;
16        (3) opportunities for grant funding of such services;
17and
18        (4) reimbursement models needed to sustain an
19expansion or change of services; and be it further
 
20    RESOLVED, That the Task Force shall present its findings
21and recommendations to the General Assembly in a report to the
22General Assembly on or before January 1, 2016.
