1 | | HOUSE JOINT RESOLUTION
|
2 | | WHEREAS, The citizens of Illinois have agreed that there is |
3 | | an immediate need for an
improved and sustainable health care |
4 | | system; and
|
5 | | WHEREAS, The Illinois General Assembly strives to promote a |
6 | | healthy community
through partnerships and collaboration with |
7 | | all health care entities within the State; and
|
8 | | WHEREAS, Innovation in health care delivery is essential in |
9 | | improving health
and decreasing costs; and
|
10 | | WHEREAS, Many examples exist in other states of Mobile |
11 | | Integrated Healthcare
or Community Paramedicine programs; and
|
12 | | WHEREAS, These programs have demonstrated a significant |
13 | | change in
health care delivery, using nontraditional roles, |
14 | | improving patient outcomes and
decreasing health care costs, |
15 | | each to individual citizens, Medicare and Medicaid; and
|
16 | | WHEREAS, There is an immediate opportunity to incorporate |
17 | | these types of
programs in Illinois in order to help the people |
18 | | of our State achieve healthier lives while
recognizing these |
19 | | decreased costs; therefore, be it
|

1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
2 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
3 | | SENATE CONCURRING HEREIN, that there is created the Mobile |
4 | | Integrated Healthcare Task Force to identify and recommend ways |
5 | | that the State of Illinois can incorporate changes in our |
6 | | health care delivery system in order to increase the |
7 | | collaboration and utilization of our current health care |
8 | | workers while decreasing the associated costs; and be it |
9 | | further |
10 | | RESOLVED, That the Task Force shall consist of the |
11 | | following members: one member appointed by the Speaker of the |
12 | | House of Representatives, who shall
serve as a Co-Chairperson |
13 | | of the Task Force; one member appointed by the Minority Leader |
14 | | of the House of Representatives;
one member appointed by the |
15 | | President of the Senate, who shall serve as a Co-Chairperson
of |
16 | | the Task Force;
one member appointed by the Minority Leader of |
17 | | the Senate;
one member representing the Illinois Department of |
18 | | Public Health, appointed by the Director of Public Health;
one |
19 | | member appointed by the Illinois Fire Chiefs Association;
one |
20 | | member appointed by the Associated Fire Fighters of Illinois;

21 | | one member appointed by the Illinois Firefighters Association;
|
22 | | one member appointed by the Illinois Association of Fire |
23 | | Protection Districts;
one member appointed by the Illinois |
24 | | Hospital Association;
one member appointed by the Illinois |
25 | | Nurses Association;
one member appointed by the Illinois EMS |

1 | | Alliance;
one member appointed by the Illinois College of |
2 | | Emergency Physicians;
and one member appointed by the Illinois |
3 | | State Medical Society; all appointments shall be confirmed by |
4 | | both Co-Chairpersons;
and be it further |
5 | | RESOLVED, That all appointments to the Task Force shall be |
6 | | made within 60 days after the adoption of this resolution; |
7 | | vacancies in the Task Force shall be filled by their respective |
8 | | appointing
authorities within 30 days after the vacancy occurs; |
9 | | and be it further |
10 | | RESOLVED, That the Task Force members shall serve without |
11 | | compensation; and be it further |
12 | | RESOLVED, That the Task Force shall receive the assistance |
13 | | of legislative staff, may employ skilled
experts with the |
14 | | approval of the co-chairpersons, and shall receive the |
15 | | cooperation of any
State agencies it deems appropriate to |
16 | | assist the Task Force in carrying out its duties; and be it |
17 | | further |
18 | | RESOLVED, That the members of the Task Force shall be |
19 | | considered members with voting rights; a quorum of the Task |
20 | | Force shall consist of a majority of the members of the
Task |
21 | | Force; and be it further |

1 | | RESOLVED, That the Task Force shall meet initially at the |
2 | | call of the Co-Chairpersons, no later than
90 days after the |
3 | | adoption of this resolution, and shall thereafter meet at the |
4 | | call of
the Co-Chairpersons; and be it further |
5 | | RESOLVED, That the General Assembly shall provide |
6 | | administrative and other support to the Task Force; and be it |
7 | | further |
8 | | RESOLVED, That the Task Force shall research, analyze, and |
9 | | consider:

10 | | (1) the benefits of a Mobile Integrated Healthcare |
11 | | System within the State
of Illinois through a redefined role of |
12 | | our healthcare providers with
special attention given towards |
13 | | the expanded use of Emergency
Medical Services; |
14 | | (2) actions of other states as they pertain to |
15 | | instituting Mobile Integrated
Healthcare; |
16 | | (3) opportunities for grant funding of such services; |
17 | | and |
18 | | (4) reimbursement models needed to sustain an |
19 | | expansion or change of
services; and be it further |
20 | | RESOLVED, That the Task Force shall present its findings |
21 | | and recommendations to the General Assembly in a report to the
|
22 | | General Assembly on or before January 1, 2016.
