|
2 | | WHEREAS, The citizens of Illinois have agreed that there is |
3 | | an immediate need for an
improved and sustainable health care |
4 | | system; and
|
5 | | WHEREAS, The Illinois General Assembly strives to promote a |
6 | | healthy community
through partnerships and collaboration with |
7 | | all health care entities within the State; and
|
8 | | WHEREAS, Innovation in health care delivery is essential in |
9 | | improving health
and decreasing costs; and
|
10 | | WHEREAS, Many examples exist in other states of Mobile |
11 | | Integrated Healthcare
or Community Paramedicine programs; and
|
12 | | WHEREAS, These programs have demonstrated a significant |
13 | | change in
health care delivery, using nontraditional roles, |
14 | | improving patient outcomes and
decreasing health care costs, |
15 | | each to individual citizens, Medicare and Medicaid; and
|
16 | | WHEREAS, There is an immediate opportunity to incorporate |
17 | | these types of
programs in Illinois in order to help the people |
18 | | of our State achieve healthier lives while
recognizing these |
19 | | decreased costs; therefore, be it
|

1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
2 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
3 | | SENATE CONCURRING HEREIN, that there is created the Mobile |
4 | | Integrated Healthcare Task Force to identify and recommend ways |
5 | | that the State of Illinois can incorporate changes in our |
6 | | health care delivery system in order to increase the |
7 | | collaboration and utilization of our current health care |
8 | | workers while decreasing the associated costs; and be it |
9 | | further |
10 | | RESOLVED, That the Task Force shall consist of the |
11 | | following members: one member appointed by the Speaker of the |
12 | | House of Representatives, who shall
serve as a Co-Chairperson |
13 | | of the Task Force; one member appointed by the Minority Leader |
14 | | of the House of Representatives;
one member appointed by the |
15 | | President of the Senate, who shall serve as a Co-Chairperson
of |
16 | | the Task Force;
one member appointed by the Minority Leader of |
17 | | the Senate;
one member representing the Illinois Department of |
18 | | Public Health, appointed by the Director of Public Health;
one |
19 | | member representing Illinois fire chiefs, appointed by the |
20 | | Director of Public Health; one member representing Illinois |
21 | | professional fire fighters, appointed by the Director of Public |
22 | | Health; one member representing Illinois volunteer fire |
23 | | fighters, appointed by the Director of Public Health; one |
24 | | member representing Chicago fire fighters, appointed by the |
25 | | Director of Public Health; one member representing Illinois |

1 | | fire protection districts, appointed by the Director of Public |
2 | | Health; one member representing Illinois hospitals, appointed |
3 | | by the Director of Public Health; one member representing |
4 | | Illinois nurses, appointed by the Director of Public Health; |
5 | | one member representing providers of ambulance services in |
6 | | Illinois, appointed by the Director of Public Health; one |
7 | | member representing Illinois Emergency Medical Services |
8 | | workers, appointed by the Director of Public Health; one member |
9 | | representing Illinois emergency physicians, appointed by the |
10 | | Director of Public Health; and one member representing |
11 | | physicians licensed to practice medicine in all its branches in |
12 | | Illinois, appointed by the Director of Public Health;
and be it |
13 | | further |
14 | | RESOLVED, That all appointments to the Task Force shall be |
15 | | made within 60 days after the adoption of this resolution; |
16 | | vacancies in the Task Force shall be filled by their respective |
17 | | appointing
authorities within 30 days after the vacancy occurs; |
18 | | and be it further |
19 | | RESOLVED, That the Task Force members shall serve without |
20 | | compensation; and be it further |
21 | | RESOLVED, That the Task Force shall receive the cooperation |
22 | | of any
State agencies it deems appropriate to assist the Task |
23 | | Force in carrying out its duties; and be it further |

1 | | RESOLVED, That the members of the Task Force shall be |
2 | | considered members with voting rights; a quorum of the Task |
3 | | Force shall consist of a majority of the members of the
Task |
4 | | Force; and be it further |
5 | | RESOLVED, That the Task Force shall meet initially at the |
6 | | call of the Co-Chairpersons, no later than
90 days after the |
7 | | adoption of this resolution, and shall thereafter meet at the |
8 | | call of
the Co-Chairpersons; and be it further |
9 | | RESOLVED, That the Department of Public Health shall |
10 | | provide administrative and other support to the Task Force; and |
11 | | be it further |
12 | | RESOLVED, That the Task Force shall research, analyze, and |
13 | | consider:

14 | | (1) the benefits of a Mobile Integrated Healthcare |
15 | | System within the State
of Illinois through a redefined role of |
16 | | our healthcare providers with
special attention given towards |
17 | | the expanded use of Emergency
Medical Services; |
18 | | (2) actions of other states as they pertain to |
19 | | instituting Mobile Integrated
Healthcare; |
20 | | (3) opportunities for grant funding of such services; |
21 | | and |
22 | | (4) reimbursement models needed to sustain an |
