HOUSE JOINT RESOLUTION

 
2    WHEREAS, Executive Order 1997-01 created the Governor's
3Commission on the Status of Women, which was directed to
4identify solutions to remove obstacles and impediments that
5face women and families in Illinois; and
 
6    WHEREAS, The majority of the obstacles and impediments that
7were identified by the Governor's Commission on the Status of
8Women in 1998 remain unresolved; and
 
9    WHEREAS, In a continuing effort to help women achieve
10economic independence, the General Assembly finds that it is
11necessary to reestablish the Commission on the Status of Women
12in order to continue this important work; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
15SENATE CONCURRING HEREIN, that there is created the Commission
16on the Status of Women within the Office of the Governor in
17order to identify solutions to remove obstacles and impediments
18in education, employment, business, and health care in
19Illinois; and be it further
 
20    RESOLVED, That the Commission shall consist of the
21following members:

1        (1) two members of the House of Representatives
2    appointed by the Speaker of the House of Representatives;
3        (2) two members of the House of Representatives
4    appointed by the Minority Leader of the House of
5    Representatives;
6        (3) two members of the Senate appointed by the
7    President of the Senate;
8        (4) two members of the Senate appointed by the Minority
9    Leader of the Senate;
10        (5) one member appointed by the Governor; and
11        (6) eight members of the public, two each appointed by
12    the Speaker of the House of Representatives, the Minority
13    Leader of the House of Representatives, the President of
14    the Senate, and the Minority Leader of the Senate; and be
15    it further
 
16    RESOLVED, That vacancies occurring because of death or
17resignation shall be filled by the appointing authority for the
18group in which the vacancy occurs; and be it further
 
19    RESOLVED, That the Commission shall, within 30 days after
20all of the members have been appointed, organize by appointing
21one member as its Chairperson and by making necessary rules for
22the administration of the Commission that are not inconsistent
23with this resolution; and be it further

1    RESOLVED, That the Commission may employ those employees
2and assistants as it deems necessary without regard to the
3Personnel Code or any other law of this State concerning State
4employment; the members of the Commission and their employees
5and assistants shall serve without compensation; and be it
6further
 
7    RESOLVED, That 9 members of the Commission shall constitute
8a quorum for the transaction of business, and the concurrence
9of at least 8 Commissioners shall be necessary to render a
10decision by the Commission; and be it further
 
11    RESOLVED, That the Commission shall undertake the
12following activities:
13        (1) studying the status of women in this State and make
14    recommendations for constructive action in employment
15    policies and practices, Illinois labor laws, legal rights,
16    the family and the employed woman, women and citizens
17    volunteers, access to health care, education, and expanded
18    health care and employment programs to help women as wives,
19    mothers, and workers;
20        (2) studying and analyzing all facts relating to
21    Illinois laws, regulations, and guidelines with respect to
22    equal protection under the Illinois Constitution; and
23        (3) surveying activity in the area of the status of
24    women carried on by any commission, agency, or department

1    of the federal government or State or any private entity
2    and cooperating with these entities in conducting
3    investigations and studies; and be it further
 
4    RESOLVED, That the Commission may accept monetary gifts or
5grants from the federal government or its agencies, from any
6charitable foundation or professional association, or from any
7other reputable source for the implementation of any program
8necessary or desirable for carrying out the general purposes of
9the Commission; such gifts and grants may be held in trust by
10the Commission and expended in the exercise of its powers and
11performance of its duties and prescribed by law; and be it
12further
 
13    RESOLVED, That the Commission shall make a full report of
14its proceedings, recommendations concerning the activities of
15the Commission, and recommendations for legislative
16consideration and action to the Governor and the members of the
17General Assembly on or before February 1, 2016.
