HOUSE JOINT RESOLUTION


  
 
2    WHEREAS, The members of the Illinois General Assembly are 
3proud to pay tribute to those who have given their lives to 
4protect and serve the citizens of this State; and
  
 
5    WHEREAS, Twenty-seven year old Illinois State Trooper John 
6Kugelman was a 3-year veteran of the Illinois State Police; a 
7former military police officer, he was on the waiting list to 
8become a Chicago police officer when he was hired by the 
9Illinois State Police and assigned to District 2 in Elgin; and
  
 
10    WHEREAS, On November 10, 1986, Trooper John Kugelman was 
11manning a roadblock in order to subdue a parole violator who 
12led police on an 85 MPH chase; leaving his squad car, he 
13attempted to halt the suspect's car while on foot when he was 
14struck and killed by the suspect; and
  
 
15    WHEREAS, After his tragic passing, Trooper John Kugelman 
16was posthumously promoted to the rank of Sergeant; and
  
 
17    WHEREAS, Trooper John Kugelman was survived by his wife, 
18Janice; his parents; his sister, Beth; and his nephew; 
19therefore, be it
  
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
2SENATE CONCURRING HEREIN, that we urge the Illinois State Toll 
3Highway Authority and the Illinois Department of 
4Transportation to rename the I-355/I-290 Interchange near 
5Itasca as the Trooper John Kugelman Memorial Interchange in 
6honor of Trooper John Kugelman and his great dedication and 
7selflessness in serving our State; and be it further
  
 
8    RESOLVED, That the Illinois State Toll Highway Authority 
9and the Illinois Department of Transportation are requested to 
10erect at suitable locations, consistent with State and federal 
11regulations, appropriate plaques or signs giving notice of the 
12name of the Trooper John Kugelman Memorial Interchange; and be 
13it further
 
14    RESOLVED, That suitable copies of this resolution be 
15delivered to the Illinois State Toll Highway Authority, the 
16Illinois Department of Transportation, and the family of 
17Trooper John Kugelman.
