Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Removes the limitation that amendments proposed by petition initiative be limited to structural and procedural subjects contained in Article IV. Reduces the number of signatures required to place a petition initiative on the ballot from eight percent of total votes cast for Governor in the last gubernatorial election to five percent. Provides that, if the petition is valid and
sufficient, the proposed amendment shall be submitted to the electors at
that general election and shall become effective if approved by
three-fifths of those voting on the amendment.

8 | | this resolution a proposition to amend Article XIV of the |
9 | | Illinois Constitution by changing Section 3 as follows:
