HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to honor Illinois State Police (ISP) Director Hiram Grau and thank him for his service to the State; and

WHEREAS, Director Grau was appointed by Governor Pat Quinn on March 25, 2011 and unanimously confirmed by the Illinois Senate on April 13, 2011 as the ISP's first Hispanic Director; and

WHEREAS, During his tenure, Director Grau oversaw the ISP's implementation of Illinois' concealed carry program, meeting every statutory deadline; he authorized the use of non-lethal and state-of-the-art tasers by troopers; he renewed the ISP's efforts on diversity and recruitment, producing a professional recruitment video; and

WHEREAS, Under Director Grau's leadership, the ISP opened the Metro East Forensic Science Laboratory in Belleville and the Metro East Police Assistance Team (MEPAT) was deployed and partnered with the Chicago Police Department in a fugitive apprehension initiative; and

WHEREAS, During the 2012 Chicago NATO Summit, Director Grau led the ISP's involvement and protection of world dignitaries attending the conference; and

WHEREAS, Director Grau renewed the ISP's efforts in the investigation of cold cases; under his leadership, one of the oldest cold cases in American history, the 1957 murder of Maria Ridulph, was solved; in addition, the ISP eliminated the backlog of old "Section 20" sexual assault cases; and

WHEREAS, Prior to becoming Director of the ISP, Director Grau was Deputy Chief of the Cook County State's Attorney's Office of Investigations Bureau, where he oversaw the Narcotics/Special and Municipal Investigations Divisions; he has spent his entire career in law enforcement - 28 of those years with the Chicago Police Department, working his way up through the ranks as Patrolman, Tactical Officer, Gang Crime Specialist, Detective, Undercover Narcotics Officer, Sergeant, Lieutenant, Watch Commander, District Commander, Deputy Superintendent, and Acting First Deputy; he also spent 9 years on the FBI's Street Gang Investigation Squad; and

WHEREAS, Director Grau has received hundreds of special commendations, awards, and recognitions; he is a decorated Vietnam veteran, receiving 4 medals while serving with the United States Army's 101st Airborne Division; and

WHEREAS, Director Grau has served as Past President of the St. Jude Police League; was a former professor of the Adler School of Psychology (Police Leadership Course); a guest lecturer at the Vietnam Veterans Museum; and a former Leadership Course Instructor for the Chicago Police Department's Executive Development Program; and

WHEREAS, Director Grau has a bachelor's degree in criminal justice/social justice from Lewis University and a master's degree in business administration from St. Xavier University; he is a graduate of the FBI National Academy and the City of Chicago Executive Development Program; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Illinois State Police Director Hiram Grau and thank him for his service to the State; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Director Grau as an expression of our esteem and respect.
