HOUSE RESOLUTION

 
2    WHEREAS, Robert L. Spencer became a District
3Conservationist with the Natural Resources Conservation
4Service, an agency of the United States Department of
5Agriculture, in August of 1977, working with landowners and
6county officials in Perry County to conserve our natural
7resources; and
 
8    WHEREAS, When the 1985 Farm Bill was enacted and all the
9fields had to be planned, Robert Spencer and his staff wrote
10all of the farm plans for Perry County landowners; and
 
11    WHEREAS, Robert Spencer worked with the landowners to help
12install sediment control structures, such as grassed
13waterways, ponds, and block chutes, as well as organizing the
14installation of filter strips and helping landowners put
15farmland into the Conservation Reserve Program; and
 
16    WHEREAS, Robert Spencer assisted landowners in the use the
17federal Wetland Reserve Program and Environmental Quality
18Incentive Program to increase conservation efforts on their
19farms; and
 
20    WHEREAS, Robert Spencer helped the Perry County Soil and
21Water Conservation District Board serve as the reclamation

1review committee for the Perry County Board of Commissioners to
2review mining permit applications; and
 
3    WHEREAS, In 2007, Robert Spencer served on the Perry County
4Zoning Board to help write the county zoning ordinance; he has
5also served on the Perry County Zoning Appeals Board to help
6protect agriculture in Perry County since 2008; and
 
7    WHEREAS, Robert Spencer worked with the community and the
8Shawnee Resource Conservation and Development Area to secure
9funding for a handicap fishing pier on Pinckneyville City Lake
10and to secure dry hydrants to be installed throughout the
11county to provide water for fire protection in areas where they
12have inadequate water supplies for the fire trucks; and
 
13    WHEREAS, Robert Spencer retired from the Natural Resources
14Conservation Service on January 5, 2015; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17congratulate Robert L. Spencer on the occasion of his
18retirement and thank him for his service to Perry County and to
19the State; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Robert Spencer as a symbol of our esteem and
