2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Highland Elementary | ||||||
4 | School in Skokie School District 68 on being one of 2 Illinois | ||||||
5 | schools recognized as National Title I Distinguished Schools; | ||||||
6 | and
| ||||||
7 | WHEREAS, The National Title I Association was established | ||||||
8 | to help improve and implement programs under Title I of the | ||||||
9 | Elementary and Secondary Education Act (ESEA); it recognizes up | ||||||
10 | to 2 schools per state as National Title I Distinguished | ||||||
11 | Schools; Title I is the largest federally funded pre-college | ||||||
12 | education program, providing funding to school districts that | ||||||
13 | serve students from low-income families; and
| ||||||
14 | WHEREAS, The National Title I Association allows each state | ||||||
15 | to select one qualifying school in each of the following 2 | ||||||
16 | categories: (1) High Performing - A school that has exceeded | ||||||
17 | its Adequate Yearly Progress, or alternative accountability | ||||||
18 | criteria for those states with ESEA Flexibility Requests | ||||||
19 | approved by the United States Department of Education, for 2 or | ||||||
20 | more years; and (2) Achievement Gap - A school that has | ||||||
21 | significantly closed the achievement gap between subgroups of | ||||||
22 | students; and

1 | WHEREAS, Highland Elementary School's Illinois Standard | ||||||
2 | Achievement Test composite score increased by 13.7 percentage | ||||||
3 | points, growing from 60.8% of students meeting or exceeding | ||||||
4 | standards in 2010 to 74.5% in 2013; the school has closed the | ||||||
5 | racial/ethnic achievement gap from 33.7% in 2011 to 21% in | ||||||
6 | 2013; additionally, the achievement gap has also narrowed | ||||||
7 | between low-income and non-low-income students from 31.7% in | ||||||
8 | 2010 to 23.7% in 2013; and
| ||||||
9 | WHEREAS, Highland Elementary School will be honored for its | ||||||
10 | academic gains at the upcoming National Title I Association's | ||||||
11 | annual conference in Salt Lake City, Utah, and at the No Child | ||||||
12 | Left Behind annual statewide conference in Chicago; therefore, | ||||||
13 | be it

14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
16 | congratulate Highland Elementary School on being one of 2 | ||||||
17 | Illinois schools recognized as National Title I Distinguished | ||||||
18 | Schools and wish them many more years of academic success; and | ||||||
19 | be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to Highland Elementary School as an expression of our | ||||||
22 | esteem and respect.
