2 | WHEREAS, Medicaid improves health, access to health | ||||||
3 | services, and financial security; coverage lowers infant, | ||||||
4 | child, and adult mortality rates and increases the use of
| ||||||
5 | critical preventive services, such as prenatal care; coverage | ||||||
6 | also virtually eliminates
catastrophic out-of-pocket medical | ||||||
7 | expenditures, providing much-needed financial security and
| ||||||
8 | peace of mind; and
| ||||||
9 | WHEREAS, Medicaid is a considerable economic boost to the | ||||||
10 | Illinois economy; the State
stands to lose 9,280 jobs for every | ||||||
11 | 5% reduction to the Medicaid program; and
| ||||||
12 | WHEREAS, The expansion of Medicaid increased economic | ||||||
13 | activity by $2.6 billion in
Illinois; and
| ||||||
14 | WHEREAS, Illinois is in a unique transitional phase in its | ||||||
15 | health care delivery system; the
State is in the first year of | ||||||
16 | a massive implementation of statewide Medicaid managed care for
| ||||||
17 | more than 50% of the Medicaid population; in addition, Illinois | ||||||
18 | has elected to experiment with
different models of coordinated | ||||||
19 | care intended to evaluate the effectiveness of traditional
| ||||||
20 | Managed Care Organizations and less traditional Accountable | ||||||
21 | Care Entities (hospital-led ACO
models) and Coordinated Care | ||||||
22 | Entities (home health models led by community-based providers
|

| |||||||
1 | targeted to special needs populations); reductions in Medicaid | ||||||
2 | can result in disruption of these
systemic changes; and | ||||||
3 | WHEREAS, Comprehensive health care provided through | ||||||
4 | Medicaid reduces the
incidence of depression, ensures that more | ||||||
5 | women are able to receive important preventive
services, such | ||||||
6 | as cancer screenings, and decreases mortality rates; and
| ||||||
7 | WHEREAS, Illinois has already undertaken significant | ||||||
8 | reductions to the Medicaid
program; through the "Save Medicaid | ||||||
9 | Access and Resources Together Act" (SMART Act), we made nearly
| ||||||
10 | $1 billion in 62 spending reductions, utilization controls, and | ||||||
11 | provider cuts; and
| ||||||
12 | WHEREAS, Numerous organizations, public health entities, | ||||||
13 | and impacted citizens are
dependent on the Illinois Medicaid | ||||||
14 | program; therefore, be it
| ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | do not support
changes to Medicaid eligibility groups that | ||||||
18 | leave currently covered people without access to
| ||||||
19 | comprehensive, affordable health coverage and health care; and | ||||||
20 | be it further | ||||||
21 | RESOLVED, That we do not support reductions in Medicaid |

1 | covered services that leave beneficiaries without access to | ||||||
2 | medically necessary health care; and be it further | ||||||
3 | RESOLVED, That we do not support
reductions to plan or | ||||||
4 | provider rates that reduce the access that eligible Medicaid | ||||||
5 | beneficiaries
have to medically necessary services; and be it | ||||||
6 | further | ||||||
7 | RESOLVED, That we do not support
implementation of | ||||||
8 | procedures that would result in the erroneous denial or | ||||||
9 | termination of eligibility
or services to eligible Medicaid | ||||||
10 | beneficiaries.
