HOUSE RESOLUTION

 
2    WHEREAS, Medicaid improves health, access to health
3services, and financial security; coverage lowers infant,
4child, and adult mortality rates and increases the use of
5critical preventive services, such as prenatal care; coverage
6also virtually eliminates catastrophic out-of-pocket medical
7expenditures, providing much-needed financial security and
8peace of mind; and
 
9    WHEREAS, Medicaid is a considerable economic boost to the
10Illinois economy; the State stands to lose 9,280 jobs for every
115% reduction to the Medicaid program; and
 
12    WHEREAS, The expansion of Medicaid increased economic
13activity by $2.6 billion in Illinois; and
 
14    WHEREAS, Illinois is in a unique transitional phase in its
15health care delivery system; the State is in the first year of
16a massive implementation of statewide Medicaid managed care for
17more than 50% of the Medicaid population; in addition, Illinois
18has elected to experiment with different models of coordinated
19care intended to evaluate the effectiveness of traditional
20Managed Care Organizations and less traditional Accountable
21Care Entities (hospital-led ACO models) and Coordinated Care
22Entities (home health models led by community-based providers

1targeted to special needs populations); reductions in Medicaid
2can result in disruption of these systemic changes; and
 
3    WHEREAS, Comprehensive health care provided through
4Medicaid reduces the incidence of depression, ensures that more
5women are able to receive important preventive services, such
6as cancer screenings, and decreases mortality rates; and
 
7    WHEREAS, Illinois has already undertaken significant
8reductions to the Medicaid program; through the "Save Medicaid
9Access and Resources Together Act" (SMART Act), we made nearly
10$1 billion in 62 spending reductions, utilization controls, and
11provider cuts; and
 
12    WHEREAS, Numerous organizations, public health entities,
13and impacted citizens are dependent on the Illinois Medicaid
14program; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17do not support changes to Medicaid eligibility groups that
18leave currently covered people without access to
19comprehensive, affordable health coverage and health care; and
20be it further
 
21    RESOLVED, That we do not support reductions in Medicaid

1covered services that leave beneficiaries without access to
2medically necessary health care; and be it further
 
3    RESOLVED, That we do not support reductions to plan or
4provider rates that reduce the access that eligible Medicaid
5beneficiaries have to medically necessary services; and be it
6further
 
7    RESOLVED, That we do not support implementation of
8procedures that would result in the erroneous denial or
9termination of eligibility or services to eligible Medicaid
10beneficiaries.
