| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Hemophilia and related bleeding disorders are | ||||||
| 3 | genetic conditions affecting thousands of
people in the State | ||||||
| 4 | of Illinois; it is characterized by the absence of one of | ||||||
| 5 | several clotting factors necessary
to control bleeding; the | ||||||
| 6 | standard of care for the treatment of these disorders is to | ||||||
| 7 | replace the absent
clotting factors necessary to control | ||||||
| 8 | bleeding; and
| ||||||
| 9 | WHEREAS, Without treatment, people with hemophilia and | ||||||
| 10 | other related bleeding disorders face
frequent, spontaneous | ||||||
| 11 | bleeding episodes in their joints, causing swelling in the | ||||||
| 12 | joint, muscles, internal
organs, and brain; repeated bleeding | ||||||
| 13 | episodes in joints result in chronic degenerative arthritic
| ||||||
| 14 | conditions, which often lead to frequent hospitalizations, | ||||||
| 15 | permanent disability, and chronic pain;
bleeding episodes | ||||||
| 16 | involving internal organs and the brain can cause permanent | ||||||
| 17 | damage, disability and
even death; and
| ||||||
| 18 | WHEREAS, Severe bleeding episodes result in lost time at | ||||||
| 19 | work and school, decreased quality of life, and
the inability | ||||||
| 20 | to perform basic living activities; and | ||||||
| 21 | WHEREAS, With proper care and access to comprehensive | ||||||
| 22 | medical resources, persons with hemophilia
and other related | ||||||

| |||||||
| 1 | bleeding disorders can control bleeding episodes and can lead | ||||||
| 2 | productive lives; and | ||||||
| 3 | WHEREAS, The Medical and Scientific Advisory Committee of | ||||||
| 4 | the National Hemophilia Foundation
recommends recombinant | ||||||
| 5 | factor products as the treatment of choice for persons with | ||||||
| 6 | hemophilia
Factor 8, Factor 9, and sometimes von Willebrand's | ||||||
| 7 | Disease; and | ||||||
| 8 | WHEREAS, Visits to federally recognized Hemophilia | ||||||
| 9 | Treatment Centers of Excellence reduce morbidity
and mortality | ||||||
| 10 | significantly; and
| ||||||
| 11 | WHEREAS, The State of Illinois is committed to proper care | ||||||
| 12 | and treatment of children and adults with
hemophilia and other | ||||||
| 13 | related bleeding disorders through previously enacted | ||||||
| 14 | legislation; and
| ||||||
| 15 | WHEREAS, Hemophilia and other related bleeding disorders | ||||||
| 16 | and their complications are not well
understood by the general | ||||||
| 17 | public; and
| ||||||
| 18 | WHEREAS, The State of Illinois encourages efforts to | ||||||
| 19 | promote the understanding of hemophilia and
other related | ||||||
| 20 | bleeding disorders so that there is treated properly; | ||||||
| 21 | therefore, be it

| 1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 2 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 3 | congratulate Illinoisans participating in World Hemophilia Day | ||||||
| 4 | recognition and advocacy events
in April and throughout the | ||||||
| 5 | year; and be it further | ||||||
| 6 | RESOLVED, That suitable copies of this resolution be
| ||||||
| 7 | presented to the Director of the Bleeding and Clotting | ||||||
| 8 | Disorders Institute Michael Tarantino, M.D., the dedicated | ||||||
| 9 | staff at the federally recognized centers of excellence in | ||||||
| 10 | Illinois, and Bob Robinson and his team at the Bleeding | ||||||
| 11 | Disorders Alliance of Illinois.
