HOUSE RESOLUTION

 
2    WHEREAS, Hemophilia and related bleeding disorders are
3genetic conditions affecting thousands of people in the State
4of Illinois; it is characterized by the absence of one of
5several clotting factors necessary to control bleeding; the
6standard of care for the treatment of these disorders is to
7replace the absent clotting factors necessary to control
8bleeding; and
 
9    WHEREAS, Without treatment, people with hemophilia and
10other related bleeding disorders face frequent, spontaneous
11bleeding episodes in their joints, causing swelling in the
12joint, muscles, internal organs, and brain; repeated bleeding
13episodes in joints result in chronic degenerative arthritic
14conditions, which often lead to frequent hospitalizations,
15permanent disability, and chronic pain; bleeding episodes
16involving internal organs and the brain can cause permanent
17damage, disability and even death; and
 
18    WHEREAS, Severe bleeding episodes result in lost time at
19work and school, decreased quality of life, and the inability
20to perform basic living activities; and
 
21    WHEREAS, With proper care and access to comprehensive
22medical resources, persons with hemophilia and other related

1bleeding disorders can control bleeding episodes and can lead
2productive lives; and
 
3    WHEREAS, The Medical and Scientific Advisory Committee of
4the National Hemophilia Foundation recommends recombinant
5factor products as the treatment of choice for persons with
6hemophilia Factor 8, Factor 9, and sometimes von Willebrand's
7Disease; and
 
8    WHEREAS, Visits to federally recognized Hemophilia
9Treatment Centers of Excellence reduce morbidity and mortality
10significantly; and
 
11    WHEREAS, The State of Illinois is committed to proper care
12and treatment of children and adults with hemophilia and other
13related bleeding disorders through previously enacted
14legislation; and
 
15    WHEREAS, Hemophilia and other related bleeding disorders
16and their complications are not well understood by the general
17public; and
 
18    WHEREAS, The State of Illinois encourages efforts to
19promote the understanding of hemophilia and other related
20bleeding disorders so that there is treated properly;

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3congratulate Illinoisans participating in World Hemophilia Day
4recognition and advocacy events in April and throughout the
5year; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7presented to the Director of the Bleeding and Clotting
8Disorders Institute Michael Tarantino, M.D., the dedicated
9staff at the federally recognized centers of excellence in
10Illinois, and Bob Robinson and his team at the Bleeding
11Disorders Alliance of Illinois.
