HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Joseph H. Florip for 20 years of service with the Waukegan Police Department and the City of Waukegan; and

WHEREAS, Commander Florip has been a part of law enforcement for over 20 years, including 14 years as an active supervisor of multiple units; he has leadership experience in various sectors of the Waukegan Police Department, including the Patrol Division, Internal Affairs, and Community Services; and

WHEREAS, Commander Florip is a proud member of Zion-Benton Township High School's graduating class of 1991; he received his Bachelor of Science in Political Science and Criminal Justice from the University of Wisconsin-Oshkosh and earned his Masters of Public Administration from Roosevelt University in Chicago; and

WHEREAS, Commander Florip began his career in law enforcement in September of 1991 as a Narcotics Investigator in the Lake Winnebago Metropolitan Enforcement Group in Oshkosh, Wisconsin; on May 22, 1995, he returned to the State of Illinois to begin his tenure with the Waukegan Police Department; and

WHEREAS, Over the years, Commander Florip has progressed through the ranks of law enforcement, serving in different capacities, including Patrol Division Supervisor, Supervisor of the Community Services Division, Neighborhood Enforcement Team, Gang and Drug Unit, Sergeant of Police, Lieutenant of Police, and Commander of the Office of Professional Standards; and

WHEREAS, Commander Florip has successfully completed various programs and gained essential certification experience, including: the Media School Training from the College of DuPage; the Narcotics Officers School in St. Paul, Minnesota; the 400-Hour Basic Law Enforcement Academy offered through the Illinois Police Officer Certification; the 80-Hour Drug Enforcement Administration Training; the Asset Forfeiture Training; the Illinois Police Mountain Bike Certification; and the Chicago and Suburban Police Violence Reduction Initiative; and

WHEREAS, Commander Florip is credited with designing and implementing the curriculum utilized by the Citizens Police Academy; he has been awarded numerous recognitions, including the 2009 Waukegan Exchange Club Supervisor of the Year; and

WHEREAS, For as much passion as Commander Florip has demonstrated throughout his extensive career in law enforcement, he reserves the warmest and sincerest regards for his beloved family: his wife, Mandi, and their 3 children; and

WHEREAS, Commander Florip has been a resident of Lake County since 1979; he enjoys spending his leisure motorcycle riding with his wife and vacationing in their cabin in Michigan; and

WHEREAS, Commander Florip has been a most remarkable member of the Waukegan community, who day-in and day-out provides a valuable, selfless service to the residents of Lake County; his unbridled commitment to the protection and reverence for the law is as fervent today as ever; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize Commander Joseph H. Florip for his accomplishments and wish him continued success as Commander of Police; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Commander Florip as a symbol of our utmost respect and esteem.
