HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Joseph H. Florip
4for 20 years of service with the Waukegan Police Department and
5the City of Waukegan; and
 
6    WHEREAS, Commander Florip has been a part of law
7enforcement for over 20 years, including 14 years as an active
8supervisor of multiple units; he has leadership experience in
9various sectors of the Waukegan Police Department, including
10the Patrol Division, Internal Affairs, and Community Services;
11and
 
12    WHEREAS, Commander Florip is a proud member of Zion-Benton
13Township High School's graduating class of 1991; he received
14his Bachelor of Science in Political Science and Criminal
15Justice from the University of Wisconsin-Oshkosh and earned his
16Masters of Public Administration from Roosevelt University in
17Chicago; and
 
18    WHEREAS, Commander Florip began his career in law
19enforcement in September of 1991 as a Narcotics Investigator in
20the Lake Winnebago Metropolitan Enforcement Group in Oshkosh,
21Wisconsin; on May 22, 1995, he returned to the State of
22Illinois to begin his tenure with the Waukegan Police

1Department; and
 
2    WHEREAS, Over the years, Commander Florip has progressed
3through the ranks of law enforcement, serving in different
4capacities, including Patrol Division Supervisor, Supervisor
5of the Community Services Division, Neighborhood Enforcement
6Team, Gang and Drug Unit, Sergeant of Police, Lieutenant of
7Police, and Commander of the Office of Professional Standards;
8and
 
9    WHEREAS, Commander Florip has successfully completed
10various programs and gained essential certification
11experience, including: the Media School Training from the
12College of DuPage; the Narcotics Officers School in St. Paul,
13Minnesota; the 400-Hour Basic Law Enforcement Academy offered
14through the Illinois Police Officer Certification; the 80-Hour
15Drug Enforcement Administration Training; the Asset Forfeiture
16Training; the Illinois Police Mountain Bike Certification; and
17the Chicago and Suburban Police Violence Reduction Initiative;
18and
 
19    WHEREAS, Commander Florip is credited with designing and
20implementing the curriculum utilized by the Citizens Police
21Academy; he has been awarded numerous recognitions, including
22the 2009 Waukegan Exchange Club Supervisor of the Year; and

1    WHEREAS, For as much passion as Commander Florip has
2demonstrated throughout his extensive career in law
3enforcement, he reserves the warmest and sincerest regards for
4his beloved family: his wife, Mandi, and their 3 children; and
 
5    WHEREAS, Commander Florip has been a resident of Lake
6County since 1979; he enjoys spending his leisure motorcycle
7riding with his wife and vacationing in their cabin in
8Michigan; and
 
9    WHEREAS, Commander Florip has been a most remarkable member
10of the Waukegan community, who day-in and day-out provides a
11valuable, selfless service to the residents of Lake County; his
12unbridled commitment to the protection and reverence for the
13law is as fervent today as ever; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16recognize Commander Joseph H. Florip for his accomplishments
17and wish him continued success as Commander of Police; and be
18it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Commander Florip as a symbol of our utmost respect
21and esteem.
