| 2 | | WHEREAS, Illinois' success in the 21st century depends on |
| 3 | | providing a high quality education to every child; and
|
| 4 | | WHEREAS, Charter schools are public schools that do not |
| 5 | | charge tuition and enroll any student who wants to attend,
|
| 6 | | often through a random lottery when too many students want to |
| 7 | | attend a single charter school; and
|
| 8 | | WHEREAS, High-performing charter schools deliver a |
| 9 | | high-quality public education and challenge all students to |
| 10 | | reach
their potential for academic success; and
|
| 11 | | WHEREAS, Charter schools promote innovation and excellence |
| 12 | | in public education; and |
| 13 | | WHEREAS, Charter schools throughout Illinois provide |
| 14 | | thousands of families with diverse and innovative educational
|
| 15 | | options for their children; and |
| 16 | | WHEREAS, High-performing charter schools are dramatically |
| 17 | | increasing student achievement and college-going rates; and |
| 18 | | WHEREAS, Students need to be equipped with the education |
| 19 | | and skills that put them on the path to competitive jobs
and a |

| 1 | | bright future no matter where they live or what school they |
| 2 | | attend; and |
| 3 | | WHEREAS, In exchange for flexibility and autonomy, charter |
| 4 | | schools are held accountable by public authorizers of such
|
| 5 | | charter schools for improving student achievement and for sound |
| 6 | | financial and operational management; and |
| 7 | | WHEREAS, Learning laboratories give educators the chance |
| 8 | | to try new models and methods that can encourage
excellence in |
| 9 | | the classroom and prepare more of our children for college and |
| 10 | | careers; and |
| 11 | | WHEREAS, When charter schools demonstrate success and |
| 12 | | exceed expectations, their practices should be shared with
|
| 13 | | other public schools; and |
| 14 | | WHEREAS, Many Illinois charter schools choose to locate in |
| 15 | | communities with few high-quality educational options,
making |
| 16 | | them an important partner in widening the circle of opportunity |
| 17 | | for students who need it most; and
|
| 18 | | WHEREAS, It is up to parents, teachers, and citizens to |
| 19 | | provide children the tools they need to move our country
|
| 20 | | forward, with a degree that leads to a good job and to the |
| 21 | | critical thinking skills that make our democracy thrive; and
|

| 1 | | WHEREAS, Charter schools are advancing those goals, and |
| 2 | | they help our
State's children go as far as their talents will |
| 3 | | take them; therefore, be it
|
| 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 5 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 6 | | congratulate the students, families, teachers, and |
| 7 | | administrators of Illinois charter schools for their ongoing |
| 8 | | contributions to education and their impressive strides in |
| 9 | | closing the academic achievement gap in Illinois schools, |
| 10 | | particularly
schools with some of the most disadvantaged |
| 11 | | students in urban communities, and for improving and |
| 12 | | strengthening the public school system in Illinois; and be it |
| 13 | | further
|
| 14 | | RESOLVED, That we support the ideals and goals of the 16th |
| 15 | | annual National Charter Schools Week, a celebration to be held |
| 16 | | the week of May 3 through May 9, 2015, in communities |
| 17 | | throughout Illinois.
