HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate Narbeth R. "Nobby" 
4Emmanuel, Ph.D. on his retirement as Vice-Chancellor for 
5Student Affairs at Southern Illinois University Edwardsville 
6(SIUE); and
  
 
7    WHEREAS, Dr. Emmanuel became Vice-Chancellor in January of 
81996 and he has overseen SIUE's transformation from a school 
9that caters to commuters to one that supports a residential 
10population and has a vibrant campus; and
  
 
11    WHEREAS, Under the leadership of Dr. Emmanuel, SIUE has had 
12numerous capital improvements; he has been a strong advocate of 
13affordability for students and keeps in close contact with the 
14students  and their concerns; and
  
 
15    WHEREAS, Dr. Emmanuel has published extensively and has 
16been a presenter at numerous conferences on issues concerning 
17student affairs; he serves as a peer reviewer for the Higher 
18Learning Commission; and
  
 
19    WHEREAS, Prior to joining SIUE, Dr. Emmanuel served as 
20Vice-President for Student Affairs at Ferris State University 
21in Big Rapids, Michigan; he is a native of South Africa and

1completed his baccalaureate, master's of education, and 
2doctorate in educational administration and supervision at 
3Bowling Green State University in Ohio; he was also on the 
4faculty and taught at Bowling Green State University and the 
5University of Vermont, where he was the Associate Dean of 
6Students; and
  
 
7    WHEREAS, A reception in Dr. Emmanuel's honor will be held 
8on April 29, 2015 in the Meridian Ball Room at the SIUE Morris 
9University Building; therefore, be it
  
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
12congratulate Narbeth R. "Nobby" Emmanuel, Ph.D. on his 
13retirement as Vice-Chancellor for Student Affairs at Southern 
14Illinois University Edwardsville and wish him the best in all 
15his future endeavors; and be it further
  
 
16    RESOLVED, That a suitable copy of this resolution presented 
17to Dr. Emmanuel as an expression of our esteem and respect.
