| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Higher Education is the backbone of a productive | ||||||
| 3 | community and promotes values that shape
the future; a person's | ||||||
| 4 | ability to obtain a degree from a higher education institution | ||||||
| 5 | equips them
with the tools to shape their own destiny; college | ||||||
| 6 | should be universally accessible to all,
regardless of | ||||||
| 7 | finances, family situations, or socioeconomic barriers; and
| ||||||
| 8 | WHEREAS, Universities with childcare centers enable | ||||||
| 9 | students of all ages and backgrounds to
obtain an education; | ||||||
| 10 | and | ||||||
| 11 | WHEREAS, Balancing parenthood while striving for an | ||||||
| 12 | advanced degree presents numerous
challenges; and | ||||||
| 13 | WHEREAS, The Illinois State budget has previously put | ||||||
| 14 | childcare services on the chopping block,
creating further | ||||||
| 15 | challenges for parents and students; and | ||||||
| 16 | WHEREAS, 26% of all college undergraduates are raising | ||||||
| 17 | dependent children; and | ||||||
| 18 | WHEREAS, 47% of black women in college have children; and | ||||||
| 19 | WHEREAS, In 2012, the median earnings for full-time | ||||||
| |||||||
| |||||||
| 1 | year-round working young adults ages 25 to 34 with a bachelor's | ||||||
| 2 | degree was $46,900; and | ||||||
| 3 | WHEREAS, A 2.5% increase in distribution fees for craft | ||||||
| 4 | beer breweries should be considered to
fund childcare centers | ||||||
| 5 | at State universities that receive a lower amount of State | ||||||
| 6 | appropriations; and | ||||||
| 7 | WHEREAS, The funds generated from the 2.5% increase should | ||||||
| 8 | be evenly allocated to Chicago
State University, Northeastern | ||||||
| 9 | Illinois University, and Governor's State University; and | ||||||
| 10 | WHEREAS, Funding childcare facilities means creating space | ||||||
| 11 | for a center or expanding existing
facilities, paying salaries | ||||||
| 12 | of childcare teachers, and providing equipment needed to create | ||||||
| 13 | a
healthy environment for all children while their parents | ||||||
| 14 | attend classes; and
| ||||||
| 15 | WHEREAS, These monies would increase the graduation and | ||||||
| 16 | retention rate for students who
attend these institutions; and
| ||||||
| 17 | WHEREAS, The funds generated from the 2.5% increase in | ||||||
| 18 | distribution fees for craft beer
breweries will remove a | ||||||
| 19 | barrier that has hindered thousands; and
| ||||||
| 20 | WHEREAS, By implementing this strategy, college students | ||||||

| 1 | who are parents will be able to
provide an improved quality of | ||||||
| 2 | life for their children; and
| ||||||
| 3 | WHEREAS, Funding childcare centers at State universities | ||||||
| 4 | is an investment in the next generation; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 6 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 7 | urge the Governor and the 99th General Assembly to review the
| ||||||
| 8 | possibilities of increasing distribution fees by 2.5% on craft | ||||||
| 9 | beer breweries solely to fund
childcare services at State | ||||||
| 10 | universities.
