HOUSE RESOLUTION

 
2    WHEREAS, Higher Education is the backbone of a productive
3community and promotes values that shape the future; a person's
4ability to obtain a degree from a higher education institution
5equips them with the tools to shape their own destiny; college
6should be universally accessible to all, regardless of
7finances, family situations, or socioeconomic barriers; and
 
8    WHEREAS, Universities with childcare centers enable
9students of all ages and backgrounds to obtain an education;
10and
 
11    WHEREAS, Balancing parenthood while striving for an
12advanced degree presents numerous challenges; and
 
13    WHEREAS, The Illinois State budget has previously put
14childcare services on the chopping block, creating further
15challenges for parents and students; and
 
16    WHEREAS, 26% of all college undergraduates are raising
17dependent children; and
 
18    WHEREAS, 47% of black women in college have children; and
 
19    WHEREAS, In 2012, the median earnings for full-time

1year-round working young adults ages 25 to 34 with a bachelor's
2degree was $46,900; and
 
3    WHEREAS, A 2.5% increase in distribution fees for craft
4beer breweries should be considered to fund childcare centers
5at State universities that receive a lower amount of State
6appropriations; and
 
7    WHEREAS, The funds generated from the 2.5% increase should
8be evenly allocated to Chicago State University, Northeastern
9Illinois University, and Governor's State University; and
 
10    WHEREAS, Funding childcare facilities means creating space
11for a center or expanding existing facilities, paying salaries
12of childcare teachers, and providing equipment needed to create
13a healthy environment for all children while their parents
14attend classes; and
 
15    WHEREAS, These monies would increase the graduation and
16retention rate for students who attend these institutions; and
 
17    WHEREAS, The funds generated from the 2.5% increase in
18distribution fees for craft beer breweries will remove a
19barrier that has hindered thousands; and
 
20    WHEREAS, By implementing this strategy, college students

1who are parents will be able to provide an improved quality of
2life for their children; and
 
3    WHEREAS, Funding childcare centers at State universities
4is an investment in the next generation; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7urge the Governor and the 99th General Assembly to review the
8possibilities of increasing distribution fees by 2.5% on craft
9beer breweries solely to fund childcare services at State
10universities.
