| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Joe Kanosky on the |
| 4 | | occasion of his retirement as President and CEO of Highland |
| 5 | | Community College; and
|
| 6 | | WHEREAS, From 1971 to 1973, Joe Kanosky worked in road |
| 7 | | construction and dabbled in the insurance industry; from 1973 |
| 8 | | to 1978, he was a high school English teacher and football and |
| 9 | | track coach in the Galesburg area; and
|
| 10 | | WHEREAS, Joe Kanosky earned his bachelor's degree in |
| 11 | | English from Western Illinois University in 1971; from 1978 to |
| 12 | | 1981, he was a full time graduate student at Illinois State |
| 13 | | University in Normal, where he earned both his MSEd. and Ph.D. |
| 14 | | in Educational Administration and Foundations; and
|
| 15 | | WHEREAS, During his tenure at Illinois State University, |
| 16 | | Joe Kanosky served as graduate research assistant for Alan |
| 17 | | Hickrod and Ben Hubbard in the areas of school finance and the |
| 18 | | politics of education; during his graduate study years, he |
| 19 | | spent the summer of 1980 at Educational Testing Service in |
| 20 | | Princeton, New Jersey as a graduate research fellow in |
| 21 | | education politics; he presented his research results at the |
| 22 | | spring 1981 AERA Conference in Los Angeles, California; and
|
|

| 1 | | WHEREAS, In the fall of 1981, Joe Kanosky went to Highland |
| 2 | | Community College, where he has held a variety of positions in |
| 3 | | the areas of student services, instructional program |
| 4 | | administration, community service, and economic development; |
| 5 | | he has been a Director, an Associate Dean, and a Dean; he |
| 6 | | served as Vice President for Student and Community Services |
| 7 | | from 2000 to 2003 and Vice President for Institutional and |
| 8 | | Community Development from 2003 until November of 2005, when he |
| 9 | | was named acting President; he was then selected as Highland's |
| 10 | | seventh President in June of 2006; and
|
| 11 | | WHEREAS, Joe Kanosky served on the Freeport School Board |
| 12 | | for almost 8 years, with 2 of those years as board president; |
| 13 | | while on the school board, he served as a member of the school |
| 14 | | district's Equity Steering Committee and continues as a member |
| 15 | | of the Key Communicators Committee; he holds a position on 2 |
| 16 | | Workforce Investment Boards which serve northern Illinois and |
| 17 | | is a member of the board of the Tri-County Economic Development |
| 18 | | Alliance; he also serves on the boards of the Boys and Girls |
| 19 | | Club and State Bank of Freeport and is a member of the Freeport |
| 20 | | Noon Rotary; he was previously on the board of directors of the |
| 21 | | Freeport Area Chamber of Commerce and the Northern Illinois |
| 22 | | Development Alliance; and
|
| 23 | | WHEREAS, Joe Kanosky is a member of the Illinois Council of |
|

| 1 | | Community College Presidents and has shared his expertise on |
| 2 | | leadership and core values at the Illinois Council of Community |
| 3 | | College Administrators conference on several occasions; and |
| 4 | | WHEREAS, Joe Kanosky and his wife, Jennifer, have been in |
| 5 | | Freeport since the fall of 1981; together, they have 2 grown |
| 6 | | children, Andrew and Alison; and
|
| 7 | | WHEREAS, Joe Kanosky serves as a model of hard work, |
| 8 | | integrity, and dedication for the people of the State of |
| 9 | | Illinois; therefore, be it
|
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 11 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 12 | | congratulate Joe Kanosky on the occasion of his retirement and |
| 13 | | wish him continued success and happiness in the future; and be |
| 14 | | it further

| 15 | | RESOLVED, That a suitable copy of this resolution be |
| 16 | | presented to Joe Kanosky as a symbol of our esteem and respect.
