HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 99th General
5Assembly are amended by changing Rule 65 as follows:
 
 
6    (House Rule 65)
7    65. Reconsideration.
8    (a) A member who voted on the prevailing side of a record
9vote on a legislative measure still within the control of the
10House may on the same or the following legislative day move to
11reconsider the vote. The motion to reconsider may be laid on
12the table without affecting the vote to which it refers. When
13the motion to reconsider is made during the last 3 days of
14April or any time thereafter during the regular session, or at
15any time during a veto or special session, any member may move
16that the vote on reconsideration be taken immediately. The
17member who filed the motion to reconsider may withdraw the
18motion at any time by filing a notice of withdrawal with the
19Clerk. A question that requires the affirmative vote of a
20majority of those elected or more to carry requires a majority
21of those elected to reconsider. A question in committee that
22requires the affirmative vote of a majority of those appointed
23or more to carry requires a majority of those appointed to

1reconsider; any other question in committee requires a majority
2of those voting to reconsider.
3    (b) A motion to reconsider a record vote on the adoption of
4a floor amendment to a bill may be made only on Second Reading.
5    (c) If a motion to reconsider is made under this Rule and
6the motion is later tabled, the question shall not be further
7reconsidered. This subsection (c) may be suspended only by the
8affirmative vote of 71 members elected.
9    (d) When a motion to reconsider is made within the time
10prescribed by these Rules, the Clerk shall not allow the bill
11or other subject matter of the motion to pass out of the
12possession of the House until after the motion has been decided
13or withdrawn. Such a motion shall be deemed rejected if laid on
14the table.
15    (e) A Representative who voted "present" or failed to vote
16on a question does not have the right to move for
17reconsideration.
