| 2 | | WHEREAS, In 2011, the American Civil Liberties Union of |
| 3 | | Illinois filed a lawsuit against the City of Chicago on behalf |
| 4 | | of the Central Austin Neighborhood Association (CANA) alleging |
| 5 | | that police are deployed inequitably across the city's |
| 6 | | neighborhoods and communities; and
|
| 7 | | WHEREAS, The Central Austin Neighborhood Association |
| 8 | | contended that Chicago police officers are not dispatched to |
| 9 | | 911 calls in a timely manner in primarily African American and |
| 10 | | Hispanic neighborhoods and communities; and
|
| 11 | | WHEREAS, The Office of Inspector General of the City of |
| 12 | | Chicago is empowered by Section 2-56-030 of the Chicago |
| 13 | | Municipal Code to investigate the performance of governmental |
| 14 | | officers, employees, functions, and programs, either in |
| 15 | | response to a complaint or
on the Inspector General's own |
| 16 | | initiative, in order to detect and prevent misconduct, |
| 17 | | inefficiency, and waste within the programs and
operations of |
| 18 | | the city government; and
|
| 19 | | WHEREAS, Because of the lawsuit filed by the American Civil |
| 20 | | Liberties Union of Illinois and the complaints of the Central |
| 21 | | Austin Neighborhood Association, it is of urgent necessity that |
| 22 | | a performance audit of the Chicago Police Department be |
