| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives with to congratulate Kevin D. Hutchison, R.N., | ||||||
| 4 | M.S., M.P.H., C.P.H.A. on his retirement as Executive Director | ||||||
| 5 | of the St. Clair County Health Department; and
| ||||||
| 6 | WHEREAS, Kevin D. Hutchison has held his position as | ||||||
| 7 | Executive Director of the St. Clair County Health Department | ||||||
| 8 | since since 1986; he has been responsible for
overall operation | ||||||
| 9 | of 70 employees with a budget of $7.1
million; this includes | ||||||
| 10 | policy development, program implementation, fiscal management,
| ||||||
| 11 | and personnel management; his professional experience totals | ||||||
| 12 | 39 years of
progressively responsible experience in public | ||||||
| 13 | health practice; and
| ||||||
| 14 | WHEREAS, Kevin D. Hutchison serves as a member of the | ||||||
| 15 | Illinois
Public Health Association Executive Council, member | ||||||
| 16 | of policy/legislative committee
of the Illinois Association of | ||||||
| 17 | Public Health Administrators, and various other
professional | ||||||
| 18 | workgroups; he recently served on the State Health Improvement | ||||||
| 19 | Plan
Implementation Coordinating Council and Community | ||||||
| 20 | Transformation Grant
Leadership Team; he also serves in local | ||||||
| 21 | leadership roles where he is currently the
Chairman of the St. | ||||||
| 22 | Clair County Health Care Commission and Ex-Officio Board
member | ||||||
| 23 | and Director of the Williard C. Scrivner M.D. Public Health | ||||||
| |||||||
| |||||||
| 1 | Foundation, a nonprofit
organization that works in partnership | ||||||
| 2 | with the St. Clair County Board of Health; nationally, he | ||||||
| 3 | serves the Public Health Accreditation Board, Inc. as a Site | ||||||
| 4 | Review Team
Member and is an active member of the National | ||||||
| 5 | Association of City and County
Officials, having previously | ||||||
| 6 | served on the MAPP Task Force and Healthy People 2020
| ||||||
| 7 | Workgroup; and
| ||||||
| 8 | WHEREAS, Kevin D. Hutchison has played major roles in a | ||||||
| 9 | variety of public workforce development and public
health | ||||||
| 10 | policy issues in Illinois, including previous service as | ||||||
| 11 | President of the Illinois
Public Health Association, President | ||||||
| 12 | of the Illinois Association of Public Health
Administrators, | ||||||
| 13 | member of the Illinois State Board of Health, and as a mentor | ||||||
| 14 | at the
Mid-America Public Health Leadership Institute; he also | ||||||
| 15 | served as Instructor at the
Illinois Center for Public Health | ||||||
| 16 | Preparedness at the School of Public Health, University
of | ||||||
| 17 | Illinois at Chicago; and
| ||||||
| 18 | WHEREAS, Kevin D. Hutchison received his Master of Public | ||||||
| 19 | Health from the University of
Illinois at Chicago, School of | ||||||
| 20 | Public Health in 2002 and a Master of Science in
Community | ||||||
| 21 | Health Nursing from the University of Illinois at Chicago, | ||||||
| 22 | College of
Nursing in 1982; he received his undergraduate | ||||||
| 23 | degree in nursing from University of
Illinois at Springfield in | ||||||
| 24 | 1976; he has maintained Certification as a Public Health
| ||||||

| 1 | Administrator from the Public Health Practitioner | ||||||
| 2 | Certification Board, Inc. since 2003; and
| ||||||
| 3 | WHEREAS, Kevin D. Hutchison's retirement will be official | ||||||
| 4 | on June 30, 2015; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 6 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 7 | congratulate Kevin D. Hutchison, R.N., M.S., M.P.H., C.P.H.A. | ||||||
| 8 | on his retirement as Executive Director of the St. Clair County | ||||||
| 9 | Health Department and we wish him the best in all his future | ||||||
| 10 | endeavors; and be it further
| ||||||
| 11 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 12 | presented to Kevin Hutchison as an expression of our esteem and | ||||||
| 13 | respect.
