| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, It is necessary to have a Fiscal Year 2016 budget | ||||||
| 3 | in place in order for State payments to proceed normally for | ||||||
| 4 | the new Fiscal Year; and
| ||||||
| 5 | WHEREAS, In order for a budget to take effect, the spending | ||||||
| 6 | authority authorized in appropriations bills must be passed by | ||||||
| 7 | the General Assembly and signed by the Governor; and
| ||||||
| 8 | WHEREAS, There is currently much disagreement between the | ||||||
| 9 | Governor and the General Assembly as to the level of | ||||||
| 10 | appropriations and revenue for the Fiscal Year that begins on | ||||||
| 11 | July 1, 2016; and
| ||||||
| 12 | WHEREAS, It is possible that there will not be new spending | ||||||
| 13 | authority passed by the General Assembly and signed by the | ||||||
| 14 | Governor prior to the beginning of the new Fiscal Year; and
| ||||||
| 15 | WHEREAS, It is also possible that there could be a | ||||||
| 16 | significant delay in reaching agreement on spending authority | ||||||
| 17 | and revenue and that this delay could stretch well into the new | ||||||
| 18 | Fiscal Year; and
| ||||||
| 19 | WHEREAS, Many payments made by the State of Illinois will | ||||||
| 20 | be delayed until there is an agreement; and | ||||||
| |||||||
| |||||||
| 1 | WHEREAS, One of the payments that will come due shortly | ||||||
| 2 | after the beginning of the new Fiscal Year is the payroll for | ||||||
| 3 | State employees; and | ||||||
| 4 | WHEREAS, It is possible that lack of an agreement on | ||||||
| 5 | spending authority could delay the paychecks of State | ||||||
| 6 | employees; and
| ||||||
| 7 | WHEREAS, There are some state expenditures that are on a | ||||||
| 8 | continuing appropriation; these expenditures do not require an | ||||||
| 9 | agreement on spending authority prior to the expenditure being | ||||||
| 10 | made; and
| ||||||
| 11 | WHEREAS, Public Act 98-682 allows one of the expenditures | ||||||
| 12 | on a continuing appropriation to be the payment made for | ||||||
| 13 | salaries to members of the General Assembly; therefore, be it
| ||||||
| 14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 15 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 16 | believe that it would be inappropriate for members of the | ||||||
| 17 | General Assembly to receive their salaries in a timely manner | ||||||
| 18 | when all other State employees are not being paid on time; and | ||||||
| 19 | be it further

| 20 | RESOLVED, That we believe that the expenditure of State | ||||||
| |||||||
| |||||||
| 1 | funds for salaries to members of the General Assembly should | ||||||
| 2 | not be made until such expenditure is made for the salaries for | ||||||
| 3 | all State employees.
