|
| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives recognize that there are distressed |
| 4 | | communities throughout Illinois that struggle with many
|
| 5 | | economic and social problems, including crime, unemployment,
|
| 6 | | poverty, mortgage foreclosures, declining property values,
|
| 7 | | deficiencies in public health services, and deficits in public
|
| 8 | | education; and
|
| 9 | | WHEREAS, In recent years, these economic and social |
| 10 | | problems
have become more prevalent and they have exacerbated |
| 11 | | existing
conditions; it is important to take a comprehensive |
| 12 | | approach
to the ongoing crisis of distressed communities in
|
| 13 | | Illinois; as long as these problems are
not successfully |
| 14 | | addressed, the cost to taxpayers in Illinois will only |
| 15 | | increase; and
|
| 16 | | WHEREAS, State government resources are expended in
|
| 17 | | ever-increasing amounts to address these social and economic |
| 18 | | problems, and those expenditures are a significant drain on the
|
| 19 | | State's road to financial stability; there exist numerous ways |
| 20 | | for State government
to be operated more efficiently and more |
| 21 | | economically; more effective, efficient, and economical ways |
| 22 | | to raise the overall welfare of the distressed communities can |
| 23 | | then be replicated, with
adjustments as appropriate, to all |

| 1 | | communities in Illinois; and
|
| 2 | | WHEREAS, The Boy Scouts of America is one of the nation's |
| 3 | | largest and most prominent values-based youth development |
| 4 | | organizations; the Boy Scouts of America provides a program for |
| 5 | | young people that builds character, trains them in the |
| 6 | | responsibilities of participating citizenship, and develops |
| 7 | | personal fitness; for over a century, the Boy Scouts of America |
| 8 | | has helped build the future leaders of this country by |
| 9 | | combining educational activities and lifelong values with fun; |
| 10 | | the Boy Scouts of America believes - and, through over a |
| 11 | | century of experience, knows - that helping youth is a key to |
| 12 | | building a more conscientious, responsible, and productive |
| 13 | | society; and
|
| 14 | | WHEREAS, The Boy Scouts of America Pathway to Adventure
|
| 15 | | Council supplies unit leaders with the knowledge and tools they
|
| 16 | | need to deliver the best possible Scouting program to youth and
|
| 17 | | young adults in the community to prepare them for life;
|
| 18 | | building strong units creates strong districts, a strong
|
| 19 | | council, and a bright future; and |
| 20 | | WHEREAS, The Pathway to Adventure Council spans 2 states,
|
| 21 | | serves more than 26,000 youth members, and includes over 9,000
|
| 22 | | volunteers, 7 camp properties, and 4 Service Centers; while the
|
| 23 | | Pathway to Adventure Council is new in name, it is rooted in
|
|

| 1 | | over 100 years of distinguished history, talent, and culture;
|
| 2 | | and
|
| 3 | | WHEREAS, The Boy Scouts of America Pathway to Adventure
|
| 4 | | Council is entering a new chapter in the history of its
|
| 5 | | membership; this years's theme is "Ignite the Fun ... Blast |
| 6 | | into
Scouting", and on September 17, 2015, a recruitment drive |
| 7 | | will be held at elementary schools across the State; therefore, |
| 8 | | be it
|
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 10 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 11 | | commend the Boy Scouts of America on its character and its
|
| 12 | | drive for equality for all Illinois families; and be it further |
| 13 | | RESOLVED, That we encourage the utilization of the Boy |
| 14 | | Scouts of America as an important asset in improving |
| 15 | | communities during tough economic times when State resources |
| 16 | | within communities may be lacking; and be it further
|
| 17 | | RESOLVED, That a suitable copy of this resolution be |
| 18 | | presented to the Boy Scouts of America as an expression of our |
| 19 | | esteem and respect.
