HOUSE RESOLUTION

 
2    WHEREAS, Women's health and the health of families are of
3paramount importance to the citizens of Illinois; and
 
4    WHEREAS, Illinois provides millions of taxpayer dollars in
5support of numerous efforts to protect the health of women and
6children, including funding educational campaigns, prenatal
7and postnatal care, and funding for community care clinics; and
 
8    WHEREAS, Illinois taxpayers have provided State funding
9and Illinois has acted as a conduit for federal funding of
10Planned Parenthood organizations in Illinois, including over
11$5.3 million in Fiscal Year 2015 from the Illinois Department
12of Healthcare and Family Services and the Illinois Department
13of Public Health; and
 
14    WHEREAS, Planned Parenthood Federation of America has
15recently come under scrutiny for practices related to Planned
16Parenthood's alleged sale of fetal tissue and fetal organs
17harvested from aborted fetuses; and
 
18    WHEREAS, The United States Congress has undertaken an
19investigation of federal funding of Planned Parenthood and the
20United States House of Representatives' Energy and Commerce
21Committee has begun an investigation into Planned Parenthood

1Federation of America; and
 
2    WHEREAS, The sale of any human body parts, except to be
3reimbursed for reasonable expenses therefrom, is illegal in the
4State of Illinois (720 ILCS 5/12-20); therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7the Auditor General is directed to conduct a performance audit
8of the State moneys, including federal funds appropriated and
9distributed by the State of Illinois, provided by or through
10State agencies to Planned Parenthood Federation of America,
11Inc., Planned Parenthood of Illinois, Planned Parenthood
12Illinois Action, Planned Parenthood of the St. Louis Region,
13Planned Parenthood of the St. Louis Region & Southwest
14Missouri, Planned Parenthood of the Heartland, Inc., and
15Planned Parenthood Action Fund, Inc. under contracts or grant
16agreements for Fiscal Year 2010 through year-to-date Fiscal
17Year 2016; and be it further
 
18    RESOLVED, That this performance audit include, but not be
19limited to, the following determinations:
 
20        (1) the purposes for which State moneys were provided
21    to the aforementioned Planned Parenthood organizations;
22        (2) the actual use of State moneys by the

1    aforementioned Planned Parenthood organizations;
2        (3) whether, through a review of available
3    documentation, the aforementioned Planned Parenthood
4    organizations have met or are meeting the purposes for
5    which the State moneys were provided;
6        (4) the nature and extent of monitoring by the Illinois
7    Department of Healthcare and Family Services and the
8    Illinois Department of Public Aid of the aforementioned
9    Planned Parenthood organizations to ensure that State tax
10    dollars have been expended appropriately;
11        (5) whether the aforementioned Planned Parenthood
12    organizations are in compliance with the applicable laws,
13    regulations, contracts, and grant agreements pertaining to
14    the receipt of funds, including, but not limited to,
15    federal law contained in the Church Amendment, the
16    Coats-Snow Amendment, or the Hyde-Weldon Amendment; and
17        (6) whether, through a review of available
18    documentation, the aforementioned Planned Parenthood
19    organizations, administrators, and employees appropriately
20    applied necessary protocols pursuant to Section 6 of the
21    Illinois Abortion Law of 1975; and be it further
 
22    RESOLVED, That the aforementioned Planned Parenthood
23organizations, the Illinois Department of Healthcare and
24Family Services, the Illinois Department of Public Health, and
25any other State agency or other entity or person that may have

1information relevant to this performance audit cooperate fully
2and promptly with the Auditor General's Office in its audit;
3and be it further
 
4    RESOLVED, That the Auditor General commence this
5performance audit as soon as practical and report its findings
6and recommendations upon completion in accordance with the
7provisions of Section 3-14 of the Illinois State Auditing Act;
8and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to the Auditor General.
