HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate Phil Maughan on being 
4elected State Commander of the Illinois VFW at the 94th annual 
5Illinois State Convention on June 13, 2015; and
  
 
6    WHEREAS, Phil Maughan  served honorably in the United States 
7Army from September of 1969 through July of 1971
with the 82nd 
8Airborne Division at Fort Bragg and with the 7th Battalion, 
915th Field
Artillery, First Field Force in South Vietnam; he 
10received the Bronze Star with Oak Leaf
Cluster, the National 
11Defense Ribbon, the Vietnam Service Medal, the Vietnam Campaign 
12Medal,
and the Republic of Vietnam Cross of Gallantry with 
13Palm; and
  
 
14    WHEREAS, Phil Maughan joined Naperville's Judd Kendall VFW 
15Post 3873 in 1989 and has served the post in
many officer 
16positions, including All State Post Commander and All American 
17Quartermaster; he has served a variety of roles in District 19, 
18including All American District Commander
for 2012 and 2013; at 
19the State level, he was the Voice of Democracy Director for 4 
20years
after serving as the Assistant Director for 7 terms; he 
21has been on the
National Programs Committee for 4 years and was 
22named National Aide de Camp 3
times; he is a Gold Legacy Life 
23Member of Judd Kendall VFW Post 3873; and

1    WHEREAS, Phil Maughan is also a member of the Military 
2Order of the Cootie, the American
Legion (past post commander), 
382nd Airborne Association, the 15th Field Artillery

4Association, the National Veterans Art Museum (currently a 
5member of the Board of
Directors), the Pritzker Military 
6Library, the American Institute of CPAs, the Illinois Society

7of CPAs, and the Financial Executives Institute, of which he is 
8a past President and longtime
board member of the Chicago 
9Chapter and past Chairman of the National Membership
Committee; 
10and
  
 
  
11    WHEREAS, Phil Maughan retired from the Northern Trust 
12Company as CFO of its Operations and Technology
group; he and 
13his wife, Marcy (Life Member of VFW Post 3873 Ladies 
14Auxiliary), live in
Naperville; they have 3 children and 10 
15grandchildren; therefore, be it
  
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
17NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
18congratulate Phil Maughan on being elected State Commander of 
19the Illinois VFW and we wish him much success in his new 
20position; and be it further
  
 
21    RESOLVED, That a suitable copy of this resolution be 
22presented to Phil Maughan as an expression of our esteem and
