|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate William E. Feurer |
4 | | on the occasion of his retirement as the legal officer for the |
5 | | Illinois Board of Higher Education in December of 2015; and
|
6 | | WHEREAS, William Feurer has served with the Illinois Board |
7 | | of Higher Education since 1973; during his tenure there, he has |
8 | | served with great distinction and his wise legal counsel and |
9 | | common sense have served the Board well; and
|
10 | | WHEREAS, William Feurer has worked extensively on the |
11 | | critical task of defining criteria and a system of priorities |
12 | | for program planning and review of new and existing units of |
13 | | instruction, research or public service at State universities |
14 | | plus the operations and program offerings at private |
15 | | institutions of higher education to ensure students have access |
16 | | to academic programs of high quality; and
|
17 | | WHEREAS, William Feurer helped to coordinate the statutory |
18 | | realignment of 4 public university governing boards for 9 |
19 | | institutions (the Board of Governors of State Colleges and |
20 | | Universities, the Board of Regents, the Board of Trustees of |
21 | | Southern Illinois University, and the Board of Trustees of the |
22 | | University of Illinois) into the current system of 9 boards of |

1 | | trustees; and |
2 | | WHEREAS, William Feurer has established and maintained a |
3 | | professional and purposeful relationship with members and |
4 | | staff of the Board of Higher Education, fellow legal officers |
5 | | at institutions of higher education in Illinois, members of the |
6 | | General Assembly, and the Joint Committee on Administrative |
7 | | Rules; and |
8 | | WHEREAS, William Feurer served 17 years in the Navy Reserve |
9 | | after being selected for service in 1952, which provided the |
10 | | opportunity to attend Rice University in Houston, Texas and to |
11 | | graduate from the School of Journalism at the University of |
12 | | Missouri; he was commissioned into the United States Navy for 3 |
13 | | years and served on the U.S.S. Maloy, an experimental destroyer |
14 | | escort; and |
15 | | WHEREAS, William Feurer, a trained journalist in print for |
16 | | weekly and small dailies, worked for the United Press |
17 | | International in Chicago, and was transferred to work for the |
18 | | United Press International in Springfield, where the main beat |
19 | | was the State Capitol Building, covering the House, Senate, |
20 | | gubernatorial news conferences, political campaigns, and other |
21 | | things associated with State government; and |
22 | | WHEREAS, William Feurer was hired by Governor Otto Kerner |

1 | | in 1962 as his assistant press secretary, speech writer, |
2 | | coordinator for the Governor's weekly article and radio show, |
3 | | Your Governor Reports, until 1968 when he enrolled at the |
4 | | University of Illinois Law School; and |
5 | | WHEREAS, William Feurer was admitted to the Illinois Bar |
6 | | Association on May 18, 1971; and
|
7 | | WHEREAS, William Feurer worked for Senate President Cecil |
8 | | A. Partee, the first African-American in Illinois history to |
9 | | preside over a chamber of the State Legislature; and
|
10 | | WHEREAS, William Feurer has practiced law in Springfield |
11 | | for more than 44 years, during which time he has also served on |
12 | | numerous community boards, committees, and commissions; he has |
13 | | also served as an adjunct faculty member at the University of |
14 | | Illinois at Springfield; therefore, be it
|
15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
16 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
17 | | thank William E. Feurer for his service to the citizens of the |
18 | | State of Illinois, especially to those who have been educated |
19 | | at Illinois' colleges and universities, and extend our best |
20 | | wishes to him in his retirement; and be it further
