HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate William E. Feurer
4on the occasion of his retirement as the legal officer for the
5Illinois Board of Higher Education in December of 2015; and
 
6    WHEREAS, William Feurer has served with the Illinois Board
7of Higher Education since 1973; during his tenure there, he has
8served with great distinction and his wise legal counsel and
9common sense have served the Board well; and
 
10    WHEREAS, William Feurer has worked extensively on the
11critical task of defining criteria and a system of priorities
12for program planning and review of new and existing units of
13instruction, research or public service at State universities
14plus the operations and program offerings at private
15institutions of higher education to ensure students have access
16to academic programs of high quality; and
 
17    WHEREAS, William Feurer helped to coordinate the statutory
18realignment of 4 public university governing boards for 9
19institutions (the Board of Governors of State Colleges and
20Universities, the Board of Regents, the Board of Trustees of
21Southern Illinois University, and the Board of Trustees of the
22University of Illinois) into the current system of 9 boards of

1trustees; and
 
2    WHEREAS, William Feurer has established and maintained a
3professional and purposeful relationship with members and
4staff of the Board of Higher Education, fellow legal officers
5at institutions of higher education in Illinois, members of the
6General Assembly, and the Joint Committee on Administrative
7Rules; and
 
8    WHEREAS, William Feurer served 17 years in the Navy Reserve
9after being selected for service in 1952, which provided the
10opportunity to attend Rice University in Houston, Texas and to
11graduate from the School of Journalism at the University of
12Missouri; he was commissioned into the United States Navy for 3
13years and served on the U.S.S. Maloy, an experimental destroyer
14escort; and
 
15    WHEREAS, William Feurer, a trained journalist in print for
16weekly and small dailies, worked for the United Press
17International in Chicago, and was transferred to work for the
18United Press International in Springfield, where the main beat
19was the State Capitol Building, covering the House, Senate,
20gubernatorial news conferences, political campaigns, and other
21things associated with State government; and
 
22    WHEREAS, William Feurer was hired by Governor Otto Kerner

1in 1962 as his assistant press secretary, speech writer,
2coordinator for the Governor's weekly article and radio show,
3Your Governor Reports, until 1968 when he enrolled at the
4University of Illinois Law School; and
 
5    WHEREAS, William Feurer was admitted to the Illinois Bar
6Association on May 18, 1971; and
 
7    WHEREAS, William Feurer worked for Senate President Cecil
8A. Partee, the first African-American in Illinois history to
9preside over a chamber of the State Legislature; and
 
10    WHEREAS, William Feurer has practiced law in Springfield
11for more than 44 years, during which time he has also served on
12numerous community boards, committees, and commissions; he has
13also served as an adjunct faculty member at the University of
14Illinois at Springfield; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
17thank William E. Feurer for his service to the citizens of the
18State of Illinois, especially to those who have been educated
19at Illinois' colleges and universities, and extend our best
20wishes to him in his retirement; and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
