2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Bill Epperly on the | ||||||
4 | occasion of his retirement as a member of the Board of Trustees | ||||||
5 | of Western Illinois University; and
| ||||||
6 | WHEREAS, Trustee Epperly joined the Board on April 1, 2004 | ||||||
7 | and is currently the second-longest serving member of the | ||||||
8 | Board; and
| ||||||
9 | WHEREAS, Trustee Epperly served as an officer of the Board | ||||||
10 | in numerous capacities, including July 1, 2004 to June 30, 2005 | ||||||
11 | as Secretary; July 1, 2005 to June 30, 2006 as Secretary; July | ||||||
12 | 1, 2006 to June 30, 2007 as Chair; July 1, 2007 to June 30, 2008 | ||||||
13 | as Chair; July 1, 2010 to September 30, 2011 as Secretary; | ||||||
14 | October 1, 2011 to October 24, 2011 as Vice-Chair; October 25, | ||||||
15 | 2011 to December 16, 2011 as Interim Chair; December 17, 2011 | ||||||
16 | to June 30, 2012 as Chair; July 1, 2012 to February 24, 2013 as | ||||||
17 | Chair; and February 25, 2013 to June 30, 2013 as Chair; and
| ||||||
18 | WHEREAS, Trustee Epperly Co-Chaired the presidential | ||||||
19 | search that resulted in the hiring of President Thomas in
| ||||||
20 | January 2011; he also served as Chair of several committees, | ||||||
21 | including the Finance Committee; and |
| |||||||
| |||||||
1 | WHEREAS, During Trustee Epperly's tenure, major building | ||||||
2 | projects included the Multicultural Center, Grote Hall, the | ||||||
3 | Thompson
Hall renovation, the Corbin/Olson renovation, Quad | ||||||
4 | Cities Campus Phases 1 & 2, the renovation/rehabilitation of | ||||||
5 | the Student
Side of Hanson Field, the University Union | ||||||
6 | renovation, and the Sherman Hall cupola restoration; he has | ||||||
7 | also advocated for environmental
sustainability; and | ||||||
8 | WHEREAS, Trustee Epperly was instrumental in revamping | ||||||
9 | meeting agendas in order to be more efficient and put in place | ||||||
10 | the current model of how meetings function; and
| ||||||
11 | WHEREAS, Trustee Epperly was instrumental in creating the | ||||||
12 | Board's Statement of Mutual Expectations; he also was a | ||||||
13 | contributor to the Board of Trustees
Roles and | ||||||
14 | Responsibilities, the Board of Trustees Committee Roles and | ||||||
15 | Responsibilities, and the Board Self-Assessment
Report Card; | ||||||
16 | and | ||||||
17 | WHEREAS, Trustee Epperly served 2 years as President of the | ||||||
18 | Western Illinois University Alumni Association/Council, which | ||||||
19 | he was a member of for 15 years; under his leadership, the WIU | ||||||
20 | WIN program was initiated, which became a major source of | ||||||
21 | association funding; and
| ||||||
22 | WHEREAS, Trustee Epperly's last board meeting will be on |

1 | December 17, 2015; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
3 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
4 | congratulate Bill Epperly on his retirement as a member of the | ||||||
5 | Board of Trustees of Western Illinois University; and be it | ||||||
6 | further

7 | RESOLVED, That a suitable copy of this resolution be | ||||||
8 | presented to Trustee Epperly as an expression of our esteem and | ||||||
9 | respect.
