1 | | HOUSE RESOLUTION
|
2 | | WHEREAS, Studies have shown the need for continued |
3 | | assistance for children who have aged out of foster care; and
|
4 | | WHEREAS, Studies have also shown that former foster care |
5 | | youth are more likely than their peers to have higher |
6 | | unemployment and lower levels of higher education; and
|
7 | | WHEREAS, The Department of Children and Family Services has |
8 | | committed to assisting youth that age out of foster care with |
9 | | programs that ensure continued success of the child and are |
10 | | cost-effective for the State; and
|
11 | | WHEREAS, The State of Illinois has implemented programs and |
12 | | laws to assist various populations for employment and |
13 | | educational opportunities; and
|
14 | | WHEREAS, There is a need to further examine existing laws |
15 | | and programs of other populations that may be applicable to |
16 | | youth that have aged out of foster care; therefore, be it
|
17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
18 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
19 | | there is created the Supporting Aged Out Foster Care Children |
20 | | Task Force under the Department of Children and Family Services |

1 | | to identify and recommend cost-effective ways to further assist |
2 | | foster care children as they age out of care and into |
3 | | independent living; and be it further
|
4 | | RESOLVED, That the Task Force shall research, analyze, and |
5 | | consider existing laws, programs, and benefits that could be |
6 | | used to assist wards of the State in a cost-effective manner to |
7 | | live independently as they age out of foster care; and be it |
8 | | further |
9 | | RESOLVED, That the Task Force shall consist of following |
10 | | members: 3 members appointed by the Speaker of the House of |
11 | | Representatives, one of which shall serve as a Co-Chairperson |
12 | | of the Task Force; 3 members appointed by the Minority Leader |
13 | | of the House of Representatives, one of which shall serve as a |
14 | | Co-Chairperson of the Task Force; the Secretary of Human |
15 | | Services or his or her designee; the Director of Children and |
16 | | Family Services or his or her designee; the Director of |
17 | | Healthcare and Family Services or his or her designee; the |
18 | | Director of Corrections or his or her designee; a |
19 | | representative of the Governor's Office, appointed by the |
20 | | Governor; 2 members who are licensed social workers who work |
21 | | with children in at-risk groups, appointed by the Governor; 2 |
22 | | representatives from the Children and Family Services Advisory |
23 | | Council, appointed by the Director of Children and Family |
24 | | Services; and 2 former youth-in-care, appointed by the Director |

1 | | of Children and Family Services; and be it further |
2 | | RESOLVED, That the members of the Task Force shall serve |
3 | | without compensation; and be it further |
4 | | RESOLVED, That the Task Force shall receive the cooperation |
5 | | of any State agencies it deems appropriate to assist the Task |
6 | | Force in carrying out its duties; and be it further |
7 | | RESOLVED, That the members of the Task Force shall be |
8 | | considered members with voting rights; a quorum of the Task |
9 | | Force shall consist of a majority of the members of the Task |
10 | | Force; and be it further |
11 | | RESOLVED, That the Task Force shall present its findings |
12 | | and recommendations to the General Assembly in a report to the |
13 | | General Assembly and the Director of Children and Family |
14 | | Services on or before December 31, 2016.
