HOUSE RESOLUTION

 
2    WHEREAS, There have recently been a rash of police officer
3shootings across this nation that have resulted in the death of
4suspects, especially of young black males, many of which have
5been determined to be unjustified shootings; and
 
6    WHEREAS, In many instances these suspects could have been
7subdued without the use of lethal force; and
 
8    WHEREAS, New technologies exist that employ non-lethal
9force in subduing suspects; and
 
10    WHEREAS, To avoid these incidents in the future, each
11police department in this State should develop a plan or
12strategy for the use of non-lethal force on a person suspected
13of committing or having committed a criminal offense, or
14resisting arrest; and
 
15    WHEREAS, The plan or strategy should include the use of new
16technologies and alternatives to the use of firearms in both
17apprehending a suspect and in protecting a police officer from
18harm by a suspect; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we

1urge each police department in this State to develop a plan or
2strategy for the use of non-lethal force on a person suspected
3of committing or having committed a criminal offense, or
4resisting arrest, including the use of new technologies and
5alternatives to the use of firearms in both apprehending a
6suspect and in protecting a police officer from harm by a
7suspect; and be it further
 
8    RESOLVED, That suitable copies of this resolution be
9forwarded to the Director of State Police, the Superintendent
10of the Chicago Police Department, the Cook County Sheriff, the
11Illinois Sheriffs' Association, and the Illinois Association
12of Chiefs of Police.
