HOUSE RESOLUTION

 
2    WHEREAS, The health and welfare of Illinois' citizens is a
3primary concern of this State; and
 
4    WHEREAS, Senior citizens have often been the targets of
5financial fraud; and
 
6    WHEREAS, Being defrauded out of their life savings can
7cause undue hardship on our senior citizens, their families,
8and the State of Illinois; and
 
9    WHEREAS, Discontinued State toll-free telephone numbers
10have been reassigned to private individuals or companies that
11fraudulently use the phone numbers' former status to illegally
12obtain financial information from senior callers who believe
13they are calling a phone number still assigned to the State of
14Illinois; and
 
15    WHEREAS, Other vulnerable citizens may also be at risk to
16fall prey to these types of financial fraud schemes involving
17discontinued State toll-free telephone numbers; and
 
18    WHEREAS, This problem is beyond the purview of the State of
19Illinois since toll-free telephone numbers are regulated by the
20federal government; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3urge the federal government to place a temporary embargo or
4increase any current ban on discontinued toll-free telephone
5numbers for 2 years after the federal or state government no
6longer uses the phone number; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8delivered to the Federal Commerce Commission.
