| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, A gap exists in Illinois in communication from | ||||||
| 3 | health care providers to pharmacies; and
| ||||||
| 4 | WHEREAS, When medications are discontinued, changed, or | ||||||
| 5 | replaced by a prescriber, rarely is the change communicated to | ||||||
| 6 | the pharmacy; and
| ||||||
| 7 | WHEREAS, Pharmacies often continue to dispense medications | ||||||
| 8 | that should have been stopped; and
| ||||||
| 9 | WHEREAS, These practices expose patients to increased risk | ||||||
| 10 | and cost; and
| ||||||
| 11 | WHEREAS, The State of Illinois maintains very little data | ||||||
| 12 | on this issue; the only available studies are extremely limited | ||||||
| 13 | in scope and pertain only to high-risk medications within a | ||||||
| 14 | connected health care system; and
| ||||||
| 15 | WHEREAS, Each day in Illinois, thousands of prescriptions | ||||||
| 16 | are discontinued by prescribers; and
| ||||||
| 17 | WHEREAS, When a prescriber discontinues a medication, the | ||||||
| 18 | medication appears as inactive in that patient's electronic | ||||||
| 19 | health records; and
| ||||||

| 1 | WHEREAS, Pharmacies encourage "auto-refill" programs, | ||||||
| 2 | wherein refills are automatically processed without the | ||||||
| 3 | patient's request; and
| ||||||
| 4 | WHEREAS, Many patients have limited knowledge of the exact | ||||||
| 5 | names or doses of all of their medications; and
| ||||||
| 6 | WHEREAS, No mechanisms to enable the transmission of | ||||||
| 7 | "discontinue", "cancel", or "stop" orders through | ||||||
| 8 | e-prescribing systems have been adopted by the relevant | ||||||
| 9 | stakeholders; and | ||||||
| 10 | WHEREAS, There are high indirect costs to health care | ||||||
| 11 | payers who have to refill expensive prescriptions | ||||||
| 12 | unnecessarily; therefore, be it
| ||||||
| 13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 14 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 15 | urge the Department of Financial and Professional Regulation to | ||||||
| 16 | undertake a study to determine the appropriateness of mandating | ||||||
| 17 | a mechanism for electronically-prescribed prescription orders | ||||||
| 18 | to electronically transmit "discontinuation", "cancel", or | ||||||
| 19 | "stop" orders from health care providers to pharmacies; and be | ||||||
| 20 | it further

| 1 | RESOLVED, That we urge the Department of Financial and | ||||||
| 2 | Professional Regulation to examine the effects of auto-refill | ||||||
| 3 | programs on the unnecessary filling of discontinued | ||||||
| 4 | medications no longer endorsed by the prescriber; and be it | ||||||
| 5 | further | ||||||
| 6 | RESOLVED, That we urge the Department of Financial and | ||||||
| 7 | Professional Regulation to complete its study and submit its | ||||||
| 8 | findings to the General Assembly, the Governor, and the | ||||||
| 9 | Secretary of Financial and Professional Regulation by December | ||||||
| 10 | 31, 2016.
