HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are pleased to congratulate James E. Tierney on 
4his retirement as Vice-President, State Legislative Affairs of 
5the Illinois State Medical Society; and
  
 
6    WHEREAS, The Illinois State Medical Society is the 
7statewide professional organization that represents and 
8unifies its physician members before State government as they 
9practice the science and art of medicine in Illinois; since its 
10inception in June of 1840, the Society continues to represent 
11the interests of physicians from all specialties and practice 
12types, advocate for patients and promote the doctor/patient 
13relationship, the ethical practice of medicine, and the 
14betterment of the public health; and
  
 
15    WHEREAS, Before his 36 year tenure with the Illinois State 
16Medical Society, James Tierney began his career in State 
17government as a clerk at the Office of the Secretary of State; 
18and
 
19    WHEREAS, James Tierney joined the Illinois State Medical 
20Society in 1981 as a lobbyist; during his career with the 
21Society, he advanced to the position of the Chief lobbyist by 
22becoming Vice-President, State Legislative Affairs in 1993;

2    WHEREAS, As the Illinois State Medical Society's Chief 
3lobbyist, James Tierney directed all legislative and 
4governmental affairs activities and served as liaison for 
5members of the Society with elected officials and 
6representatives of administrative agencies, departments, and 
7the constitutional officers of the State of Illinois; and
 
8    WHEREAS, James Tierney served as the Speaker of the 
9Illinois Third House in 1998; and
 
10    WHEREAS, James Tierney has taken part in negotiations on 
11some of the most important issues affecting physicians, 
12patients, and the delivery of health care to the citizens of 
13Illinois, such as physician and other professional licensing 
14and disciplinary laws, establishing the experimental organ 
15transplantation program, providing and revising advance 
16directives for citizens to help plan for their health care 
17needs, managed care laws, civil liability laws, and public 
18health laws; and
  
 
19    WHEREAS, James Tierney always a gentleman faithfully and 
20effectively advocated for Illinois physicians and has lead 
21numerous coalitions of medical specialties and other groups 
22representing health care professionals in negotiations on

1several different issues affecting the betterment of public 
2health throughout the years earning him the honorary title of 
3"Doctor Tierney" from many physician leaders in Illinois; and
  
 
4    WHEREAS, Besides his diligent pursuit of lobbying on behalf 
5of organized medicine, James Tierney is known for his 
6excellence in the game of golf; he has been a member of the 
7Medinah Country Club since 2003 and continues to compete in 
8golf competitions at Medinah; while he excels at golf, he 
9demonstrates his good nature by bestowing his advice and 
10counsel upon the less talented golfers that are fortunate 
11enough to play with him; and
  
 
12    WHEREAS, James Tierney is a graduate of Mater Dei High 
13School in Breese and the University of Illinois at 
14Urbana-Champaign; he has two sisters and numerous relatives 
15that he looks forward to visiting, including many nieces and 
16nephews; therefore, be it
  
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
19congratulate James E. Tierney on his retirement as 
20Vice-President, State Legislative Affairs of the Illinois 
21State Medical Society and wish him the best in all of his 
22future endeavors; and be it further
