2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate James E. Tierney on | ||||||
4 | his retirement as Vice-President, State Legislative Affairs of | ||||||
5 | the Illinois State Medical Society; and
| ||||||
6 | WHEREAS, The Illinois State Medical Society is the | ||||||
7 | statewide professional organization that represents and | ||||||
8 | unifies its physician members before State government as they | ||||||
9 | practice the science and art of medicine in Illinois; since its | ||||||
10 | inception in June of 1840, the Society continues to represent | ||||||
11 | the interests of physicians from all specialties and practice | ||||||
12 | types, advocate for patients and promote the doctor/patient | ||||||
13 | relationship, the ethical practice of medicine, and the | ||||||
14 | betterment of the public health; and
| ||||||
15 | WHEREAS, Before his 36 year tenure with the Illinois State | ||||||
16 | Medical Society, James Tierney began his career in State | ||||||
17 | government as a clerk at the Office of the Secretary of State; | ||||||
18 | and | ||||||
19 | WHEREAS, James Tierney joined the Illinois State Medical | ||||||
20 | Society in 1981 as a lobbyist; during his career with the | ||||||
21 | Society, he advanced to the position of the Chief lobbyist by | ||||||
22 | becoming Vice-President, State Legislative Affairs in 1993; |

2 | WHEREAS, As the Illinois State Medical Society's Chief | ||||||
3 | lobbyist, James Tierney directed all legislative and | ||||||
4 | governmental affairs activities and served as liaison for | ||||||
5 | members of the Society with elected officials and | ||||||
6 | representatives of administrative agencies, departments, and | ||||||
7 | the constitutional officers of the State of Illinois; and | ||||||
8 | WHEREAS, James Tierney served as the Speaker of the | ||||||
9 | Illinois Third House in 1998; and | ||||||
10 | WHEREAS, James Tierney has taken part in negotiations on | ||||||
11 | some of the most important issues affecting physicians, | ||||||
12 | patients, and the delivery of health care to the citizens of | ||||||
13 | Illinois, such as physician and other professional licensing | ||||||
14 | and disciplinary laws, establishing the experimental organ | ||||||
15 | transplantation program, providing and revising advance | ||||||
16 | directives for citizens to help plan for their health care | ||||||
17 | needs, managed care laws, civil liability laws, and public | ||||||
18 | health laws; and

19 | WHEREAS, James Tierney always a gentleman faithfully and | ||||||
20 | effectively advocated for Illinois physicians and has lead | ||||||
21 | numerous coalitions of medical specialties and other groups | ||||||
22 | representing health care professionals in negotiations on |

1 | several different issues affecting the betterment of public | ||||||
2 | health throughout the years earning him the honorary title of | ||||||
3 | "Doctor Tierney" from many physician leaders in Illinois; and
| ||||||
4 | WHEREAS, Besides his diligent pursuit of lobbying on behalf | ||||||
5 | of organized medicine, James Tierney is known for his | ||||||
6 | excellence in the game of golf; he has been a member of the | ||||||
7 | Medinah Country Club since 2003 and continues to compete in | ||||||
8 | golf competitions at Medinah; while he excels at golf, he | ||||||
9 | demonstrates his good nature by bestowing his advice and | ||||||
10 | counsel upon the less talented golfers that are fortunate | ||||||
11 | enough to play with him; and
| ||||||
12 | WHEREAS, James Tierney is a graduate of Mater Dei High | ||||||
13 | School in Breese and the University of Illinois at | ||||||
14 | Urbana-Champaign; he has two sisters and numerous relatives | ||||||
15 | that he looks forward to visiting, including many nieces and | ||||||
16 | nephews; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | congratulate James E. Tierney on his retirement as | ||||||
20 | Vice-President, State Legislative Affairs of the Illinois | ||||||
21 | State Medical Society and wish him the best in all of his | ||||||
22 | future endeavors; and be it further
