2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Jewel |
4 | | Veronica Kelley, who passed away on March 10, 2016; and
|
5 | | WHEREAS, Jewel Kelley was born on October 13, 1975; her |
6 | | parents were Bernice Kelley and Jesse Brooks; and
|
7 | | WHEREAS, Jewel Kelley was born and raised in Chicago, where |
8 | | she attended Carver Middle School and graduated from Carver |
9 | | Area High School in 1993; she went on to attend Grambling State |
10 | | University in Louisiana, where she studied Criminal Justice and |
11 | | graduated Cum Laude in December of 1996; she subsequently |
12 | | earned a Master of Arts Degree in Criminal Justice from Loyola |
13 | | University in Chicago in 2005; and |
14 | | WHEREAS, Jewel Kelley was a respected member of the United |
15 | | States Department of Housing and Urban Development Office of |
16 | | the Inspector General in the Chicago office from 1998 to 2005 |
17 | | and the Indianapolis, Indiana office from 2005 to 2008; during |
18 | | her time with the Department of Housing and Urban Development, |
19 | | she served as the Victim/Witness Coordinator for the Midwest, |
20 | | arranging the relocation of victims and witnesses of violent |
21 | | crimes who aided the Department in Operation Safe Home, a |
22 | | proactive effort to minimize violent criminal activity in |

1 | | public housing developments, largely focused in and around |
2 | | Chicago; and |
3 | | WHEREAS, In October of 2008, Jewel Kelley left the |
4 | | Department of Housing and Urban Development to pursue a more |
5 | | challenging assignment as a Special Agent with the Naval |
6 | | Criminal Investigative Service in Washington, D.C.; while |
7 | | assigned to the Washington, D.C. Field Office, she pursued |
8 | | advanced training in counterintelligence activities; in August |
9 | | of 2013, she transferred to the Far East Field Office in |
10 | | Yokosuka, Japan to work on counterintelligence operations and |
11 | | investigations; she later moved to the Northeast Field Office |
12 | | in Great Lakes in June of 2014; while in Great Lakes, she was |
13 | | assigned to the Chicago Joint Terrorism Task Force, where she |
14 | | served as a Task Force Officer with the Federal Bureau of |
15 | | Investigation working sensitive counterterrorism |
16 | | investigations in the United States; and
|
17 | | WHEREAS, Jewel Kelley was the loving mother of Bryson |
18 | | Harper Smith; the sister of Gail, Dail, Linda, Rosie, Sharon, |
19 | | Lou Stella, Albert, Marvin, Melvin, Jesse Jr., and Jeffery; and |
20 | | the aunt, cousin, niece, and friend of many; and
|
21 | | WHEREAS, Jewel Kelley's contributions to the safety and |
22 | | security of both military and civilian personnel in the United |
23 | | States and abroad cannot be overstated and she will be dearly |

1 | | missed by those who had the privilege of knowing her; |
2 | | therefore, be it

3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
4 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
5 | | we, along with her family and friends, mourn the passing of |
6 | | Jewel Veronica Kelley; and be it further
|
7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to the family of Jewel Kelley as an expression of our |
9 | | sympathy.
