HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Jewel
4Veronica Kelley, who passed away on March 10, 2016; and
 
5    WHEREAS, Jewel Kelley was born on October 13, 1975; her
6parents were Bernice Kelley and Jesse Brooks; and
 
7    WHEREAS, Jewel Kelley was born and raised in Chicago, where
8she attended Carver Middle School and graduated from Carver
9Area High School in 1993; she went on to attend Grambling State
10University in Louisiana, where she studied Criminal Justice and
11graduated Cum Laude in December of 1996; she subsequently
12earned a Master of Arts Degree in Criminal Justice from Loyola
13University in Chicago in 2005; and
 
14    WHEREAS, Jewel Kelley was a respected member of the United
15States Department of Housing and Urban Development Office of
16the Inspector General in the Chicago office from 1998 to 2005
17and the Indianapolis, Indiana office from 2005 to 2008; during
18her time with the Department of Housing and Urban Development,
19she served as the Victim/Witness Coordinator for the Midwest,
20arranging the relocation of victims and witnesses of violent
21crimes who aided the Department in Operation Safe Home, a
22proactive effort to minimize violent criminal activity in

1public housing developments, largely focused in and around
2Chicago; and
 
3    WHEREAS, In October of 2008, Jewel Kelley left the
4Department of Housing and Urban Development to pursue a more
5challenging assignment as a Special Agent with the Naval
6Criminal Investigative Service in Washington, D.C.; while
7assigned to the Washington, D.C. Field Office, she pursued
8advanced training in counterintelligence activities; in August
9of 2013, she transferred to the Far East Field Office in
10Yokosuka, Japan to work on counterintelligence operations and
11investigations; she later moved to the Northeast Field Office
12in Great Lakes in June of 2014; while in Great Lakes, she was
13assigned to the Chicago Joint Terrorism Task Force, where she
14served as a Task Force Officer with the Federal Bureau of
15Investigation working sensitive counterterrorism
16investigations in the United States; and
 
17    WHEREAS, Jewel Kelley was the loving mother of Bryson
18Harper Smith; the sister of Gail, Dail, Linda, Rosie, Sharon,
19Lou Stella, Albert, Marvin, Melvin, Jesse Jr., and Jeffery; and
20the aunt, cousin, niece, and friend of many; and
 
21    WHEREAS, Jewel Kelley's contributions to the safety and
22security of both military and civilian personnel in the United
23States and abroad cannot be overstated and she will be dearly

1missed by those who had the privilege of knowing her;
2therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we, along with her family and friends, mourn the passing of
6Jewel Veronica Kelley; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the family of Jewel Kelley as an expression of our
9sympathy.
