| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate the members of the | ||||||
| 4 | National Association of Letter Carriers Aurora Branch 219 on | ||||||
| 5 | the occasion of the organization's 125th anniversary in 2016; | ||||||
| 6 | and
| ||||||
| 7 | WHEREAS, Benjamin Franklin was appointed to serve as the | ||||||
| 8 | first Postmaster General in what is now the United States by | ||||||
| 9 | the Continental Congress in 1775; since then, the history of | ||||||
| 10 | the United States Postal Service has been interwoven with that | ||||||
| 11 | of the country it serves; and
| ||||||
| 12 | WHEREAS, Free city delivery of mail was established in the | ||||||
| 13 | United States in 1863; in the years that followed, letter | ||||||
| 14 | carriers found themselves working 10 to 12-hour days, seven | ||||||
| 15 | days a week; the fight to achieve legal recognition of an | ||||||
| 16 | eight-hour day, successfully concluded in 1888, clearly | ||||||
| 17 | demonstrated what could be achieved when letter carriers banded | ||||||
| 18 | together and reached out beyond their local area; and
| ||||||
| 19 | WHEREAS, This idea was behind the official call, issued by | ||||||
| 20 | Milwaukee letter carriers, to meet in August of 1889; for the | ||||||
| 21 | event, 60 letter carriers showed up in Milwaukee on August 29, | ||||||
| 22 | 1899 in the meeting room above Schaeffer's Saloon; the | ||||||
| |||||||
| |||||||
| 1 | following day, these delegates passed a resolution officially | ||||||
| 2 | establishing the National Association of Letter Carriers; the | ||||||
| 3 | following year saw letter carriers in attendance from the north | ||||||
| 4 | and the south, from small towns and big cities alike, united | ||||||
| 5 | and ready to move forward; and | ||||||
| 6 | WHEREAS, Over the years, the National Association of Letter | ||||||
| 7 | Carriers has raised money for several charities, collected for | ||||||
| 8 | food pantries, and helped their communities on a daily basis; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, Charters have been an essential part of | ||||||
| 11 | maintaining the union's structure since its founding; Article | ||||||
| 12 | 11, Section 3 of their first constitution refers to a charter | ||||||
| 13 | "duly granted by the national association", which gives the | ||||||
| 14 | local association or branch "all the power and privileges of a | ||||||
| 15 | local association working under the jurisdiction of the | ||||||
| 16 | National Association"; on May 6, 1891, letter carriers in | ||||||
| 17 | Aurora were issued a charter for Branch 219 in order to | ||||||
| 18 | represent the interests of the City's letter carriers; and
| ||||||
| 19 | WHEREAS, The members of the National Association of Letter | ||||||
| 20 | Carriers Aurora Branch 219 serve as models of hard work, | ||||||
| 21 | integrity, and dedication for the people of the State of | ||||||
| 22 | Illinois; therefore, be it

| 1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 2 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 3 | congratulate the members of the National Association of Letter | ||||||
| 4 | Carriers Aurora Branch 219 on the occasion of the | ||||||
| 5 | organization's 125th anniversary and wish them continued | ||||||
| 6 | success and happiness in the future; and be it further
| ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | presented to the National Association of Letter Carriers Aurora | ||||||
| 9 | Branch 219 as a symbol of our esteem and respect.
