HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Donald B. Rose on the
4occasion of his retirement as Wheaton City Manager; and
 
5    WHEREAS, Donald Rose will retire on April 30, 2016 after
6nearly 42 years of service with the City and 35 1/2 years as
7City Manager; he is the longest serving City
8Manager/Administrator in DuPage County and the fifth City
9Manager to serve the City since the adoption of the
10Council-Manager form of government in November of 1961; and
 
11    WHEREAS, During Donald Rose's time as City Manager, he
12oversaw many developments in the City of Wheaton, moving it
13from a small farming community to a robust small city,
14including the Danada development in south Wheaton, residential
15developments and improvements in the downtown area, a steady
16growth in population, a high level of service provided to
17residents, and maintaining a strong financial position for the
18City, including Moody's AAA bond rating since 2010, the highest
19level awarded to municipalities; and
 
20    WHEREAS, Donald Rose has exhibited a high level of
21professionalism and provided a consistent and steady hand while
22meeting the challenges of running the day-to-day operations of

1the City of Wheaton; while serving six mayors and 33 council
2members, he remained a consistent and knowledgeable presence
3and continued to guide the City with a focus on improving City
4services and developing Wheaton into a flourishing community
5that residents are proud to call home; and
 
6    WHEREAS, Donald Rose has been a valued member of the DuPage
7Mayors and Managers Conference for 35 years, a record among
8DMMC managers, and has served as a member of the Management and
9Finance and Intergovernmental Planning Committees, and Deputy
10Director and Director of the Transportation Committee; and
 
11    WHEREAS, Donald Rose's tireless dedication to the City of
12Wheaton is worthy of the greatest respect; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15congratulate Donald B. Rose on the occasion of his retirement
16and wish him continued success and happiness in the future; and
17be it further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to Donald Rose as a symbol of our esteem and respect.
