| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Lieutenant Colonel James | ||||||
| 4 | Winters on the occasion of his retirement from the Illinois | ||||||
| 5 | State Police on May 31, 2016; and
| ||||||
| 6 | WHEREAS, Lt. Col. James Winters earned his degree in | ||||||
| 7 | criminal justice with a minor in psychology from Illinois State | ||||||
| 8 | University in 1988; and
| ||||||
| 9 | WHEREAS, Lt. Col. James Winters was a member of Illinois | ||||||
| 10 | State Police Cadet Class 85, graduating in 1990; after | ||||||
| 11 | graduation, he was assigned to District 2; in 1996, he was | ||||||
| 12 | transferred to the North Central Narcotics Task Force; in 1997, | ||||||
| 13 | he was advanced to the rank of Special Agent for Zone 1 | ||||||
| 14 | Investigations; in 1998, he was promoted to the rank of | ||||||
| 15 | Sergeant for Zone 1 Investigations; in 2002, he was promoted to | ||||||
| 16 | the rank of Master Sergeant for Zone 1 Narcotics; in 2002, he | ||||||
| 17 | was promoted to the rank of Lieutenant for Zone 2 | ||||||
| 18 | Investigations; in 2002, he was promoted to the rank of Captain | ||||||
| 19 | in District 16; in 2010, he was transferred to the Zone 2 | ||||||
| 20 | Commander; in 2014, he was appointed to the rank of Major in | ||||||
| 21 | Region II; he will retire at the rank of Lieutenant Colonel, to | ||||||
| 22 | which he was appointed in 2015; and | ||||||

| |||||||
| 1 | WHEREAS, Prior to his service in the Illinois State Police, | ||||||
| 2 | Lt. Col. James Winters served with distinction as a member of | ||||||
| 3 | the Bloomingdale Police Department; and | ||||||
| 4 | WHEREAS, Lt. Col. James Winters is a recipient of the | ||||||
| 5 | Illinois Law Enforcement Medal of Honor and three Illinois | ||||||
| 6 | State Police Department Commendations in recognition of his | ||||||
| 7 | service; and
| ||||||
| 8 | WHEREAS, Lt. Col. James Winters has been a member of many | ||||||
| 9 | professional organizations and volunteer groups; he has served | ||||||
| 10 | as President of the Sycamore Sports Boosters; he is a founding | ||||||
| 11 | member of the Sycamore Youth Football Program and volunteered | ||||||
| 12 | by coaching both of his sons in both football and baseball; he | ||||||
| 13 | is also vice president of the Illinois Drug Enforcement | ||||||
| 14 | Officers Association and a founding member and current | ||||||
| 15 | treasurer for the Illinois Homicide Investigators Association; | ||||||
| 16 | and
| ||||||
| 17 | WHEREAS, Lt. Col. James Winters and his wife, Lisa Winters, | ||||||
| 18 | have been married for 25 years; they have three children, Josh, | ||||||
| 19 | Jake, and Emma; and
| ||||||
| 20 | WHEREAS, Lt. Col. James Winters serves as a model of hard | ||||||
| 21 | work, integrity, and dedication for the people of the State of | ||||||
| 22 | Illinois; therefore, be it

| 1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 2 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 3 | congratulate Lieutenant Colonel James Winters on the occasion | ||||||
| 4 | of his retirement from the Illinois State Police and wish him | ||||||
| 5 | continued success and happiness in the future; and be it | ||||||
| 6 | further
| ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | presented to Lt. Col. James Winters as a symbol of our esteem | ||||||
| 9 | and respect.
