HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are delighted to congratulate the Illinois 
4National Guard for being recognized as one of the "Most 
5Improved Army Communities" as part of the 2016 Army Communities 
6of Excellence Program; and
  
 
7    WHEREAS, Major General Richard Hayes, Jr., Adjutant 
8General of the Illinois National Guard, and a delegation of 
9other Illinois National Guardsmen traveled to Washington, D.C. 
10on May 23 and 24, 2016 to accept the award; and
  
 
11    WHEREAS, The Army Communities of Excellence program is 
12designed to honor the top Army, National Guard, and Reserve 
13organizations that achieve high levels of excellence providing 
14services and support to soldiers' families, the state, and 
15nation; and
  
 
16    WHEREAS, The Illinois delegation was first honored on May 
1723, 2016 at the National Guard Bureau, as the "Most-Improved" 
18National Guard organization from among the 40 other states and 
19territories that were considered; and
  
 
20    WHEREAS, On May 24, 2016, Illinois National Guardsmen 
21attended a second awards ceremony at the Pentagon where

1Illinois was again recognized as being one of the "Most 
2Improved Army Communities", alongside Joint Base Lewis McChord 
3in Washington and Fort Drum in New York; and
  
 
4    WHEREAS, The Illinois National Guard actively seeks out 
5best practices to maintain a high state of readiness to support 
6its State and federal missions, as evident by its recognition 
7in Washington, D.C., and to become the premier Army National 
8Guard organization in the nation; therefore, be it
  
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
10NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
11congratulate the Illinois National Guard for being recognized 
12as one of the "Most Improved Army Communities" as part of the 
132016 Army Communities of Excellence Program and thank the 
14entire Illinois National Guard organization for their service 
15to our State and nation; and be it further
  
 
16    RESOLVED, That a suitable copy of this resolution be 
17presented to Major General Richard Hayes, Jr. as a symbol of 
18our esteem and respect.
