HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to congratulate  Dr. David Sam on the 
4occasion of receiving the Elgin Cosmopolitan Club Annual 
5Distinguished Service Award; and
  
 
6    WHEREAS, The Elgin Cosmopolitan Club was chartered on 
7December 7, 1927 and is part of Cosmopolitan International, a 
8non-profit organization dedicated to research and treatment of 
9diabetes; the club has been in continuous service to the Elgin 
10community for over 80 years and supports local charitable 
11groups with special emphasis on diabetes-related causes; and
  
 
12    WHEREAS, In 2007, Dr. David Sam began his service as the 
13eighth president of Elgin Community College; during his tenure, 
14the number of degrees and certificates awarded has increased by 
1544% to an all-time high of 2,578 in 2015; Elgin Community 
16College has successfully closed the achievement gap between 
17Hispanic and white students, and has been recognized by the 
18Bill and Melinda Gates Foundation for its student success 
19activities; and
  
 
20    WHEREAS, In 2013, Elgin Community College was awarded The 
21Bellwether Award by the Community College Futures Assembly, a 
22recognition of outstanding and innovative programs and

1practices that are leading community colleges into the future, 
2for its "Alliance for College Readiness Initiative";  Elgin 
3Community College has been designated a "Leader College" by 
4Achieving the Dream National Reform Network, the nation's most 
5comprehensive non-governmental reform network for student 
6success in higher education, since 2013; The Aspen Institute, 
7dedicated to fostering leadership based on enduring values and 
8providing a nonpartisan venue for dealing with critical issues, 
9ranked Elgin Community College a top 150 College for the 
102014-2015 academic year; and
  
 
11    WHEREAS, Dr. David Sam serves on the board of directors for 
12the Elgin Area Chamber of Commerce, where he has been chair 
13since May 2015, the Alignment for Collaborative Education, the 
14Golden Corridor Family YMCA, and the United Way of Elgin; he is 
15an active member of the Rotary Club of Elgin, the District of 
16Columbia Bar, the Energy Bar Association, and the American Bar 
17Association; he also earned the Phi Theta Kappa Shirley B. 
18Gordon Award of Distinction for Outstanding College 
19Presidents; and
  
 
20    WHEREAS, Dr. David Sam serves as a model of hard work, 
21integrity, and dedication for the people of the State of 
22Illinois; therefore, be it
  
 
23    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
2congratulate Dr. David Sam on the occasion of receiving the 
3Elgin Cosmopolitan Club Annual Distinguished Service Award and 
4wish him continued success and happiness in the future; and be 
5it further
  
 
6    RESOLVED, That a suitable copy of this resolution be 
7presented to Dr. David Sam as a symbol of our esteem and 
8respect.
