HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to thank Sean R. Stegall for his seven years of dedicated service as Elgin City Manager; and

WHEREAS, Sean Stegall earned a bachelor's degree in political science from Western Illinois University in 1995 and a master's of Public Administration from Northern Illinois University in 1997; he also holds certificates from the Kennedy School of Government at Harvard University, the Senior Executive Institute at the University of Virginia, and the Rocky Mountain Program at Colorado University; and

WHEREAS, In his role as the Chief Executive Officer, Sean Stegall is responsible for the day-to-day activities of the City of Elgin; he previously served as the Assistant City Manager and Budget Director for the City of Elgin and was responsible for the preparation, execution, and monitoring of a budget of $300 million; as Assistant City Manager, he also directly supervised the city's parks and recreation, legislative affairs, public information, neighborhood engagement and planning, and Hispanic outreach; and

WHEREAS, During Sean Stegall's tenure, the City of Elgin experienced both extraordinary growth following the opening of the riverboat and extraordinary financial challenges following the Great Recession; under his leadership, the city sustained its AAA bond rating and adapted its business model to improve efficiency, enhance service delivery, and build talent for the future; he led the city in the development of its first comprehensive strategic plan, which connected the city's annual budget and five-year financial plan with the community's vision to become "the City in the Suburbs"; he was also the catalyst for Elgin's 311 Citizen Contact Center, the key driver for the city's performance improvement and citizen engagement strategies which continue to receive national attention; and

WHEREAS, Prior to his work in Elgin, Sean Stegall served as Assistant City Manager and Director of Administrative Services for the City of Batavia, New York, where he was responsible for serving as the City Manager's primary aide in executing the city's administrative affairs; as Director of Administrative Services, he was responsible for directing the Bureaus of Clerk-Treasurer, Personnel, Finance, City Assessment, and Information Systems; he also served as the city's personnel officer, risk manager, purchasing agent, chief financial officer, and information technology administrator; and

WHEREAS, Sean Stegall has accepted a new position as Manager of Cary, North Carolina, a position where his great experience and institutional knowledge will greatly benefit the citizens of Cary just as much as it has for the citizens of City of Elgin; and

WHEREAS, Sean Stegall serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Sean Stegall for his seven years of dedicated service as Elgin City Manager and wish him continued success and happiness in his new position as Manager of Cary, North Carolina; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Sean Stegall as a symbol of our esteem and respect.
